Khalihenna: AutoProposal of a new self-government and unprecedented decentralization in the Arab World

At the same visit to Washington, the delegation of the Royal Advisory Council for Saharan Affairs met with Senator Richard Lugar, Chairman of the Foreign Affairs Committee at the American Senate and his team of advisers : Chris Stephens, Scott Teijer, Taluer Bennett, Joseph Biden, Perry Kamak.


Mr. Khalihenna Ould Errachid informed attendance on the functions and objectives of the Royal Advisory Council for Saharan Affairs, and then outlined the chronology of the conflict that has lasted more than 30 years without any concrete solution. He mentioned in the same time that all the proposals made by the United Nations had failed with recognition by international community.

Mr. President said that the Moroccan proposal to grant autonomy to the southern provinces under Moroccan sovereignty, is a realistic and feasible new, decentralized and unprecedented solution in the Arab world, as it exists in Europe.

Regarding the question of Chris Stevens on the relationship between the Royal Advisory Council for Saharan Affairs and the process of United Nations as well as method used to bring Polisario to engage in this process, Mr. President said that the Personal Envoy to the Secretary-General of the United Nations, visited Morocco and said the only solution is through dialogue and compromise. The United Nations knows that any scheme based on identification is not possible. The Moroccan proposal to grant autonomy to the southern provinces is in line with the principle of self-determination within Moroccan sovereignty.
