The autonomous status for the Sahara is a high level political response to break the Sahara deadlock because  of Algeria, underlined Friday in Perpignan (southern France) Several French experts, scholars and jurists. 



Autonomy project in the Sahara is absolutely perfect in terms of legal and constitutional aspects and is a proper initiative that can promote Maghreb integration and the socio-economic development of its people and countries, said these experts and academicians in statements to MAP following an international meeting on "Regional Autonomy Statute in comparative law."  

For Michel Rousset, an eminent jurist and professor emeritus at the Faculty of Law at Grenoble, "by proposing an autonomy statute for the Sahara, Morocco has clearly demonstrated its willingness to find a solution to this problem which has lasted too long".

According to Mr. Rousset, the Moroccan proposal is also a means to resolve the misery of Sahrawis in Tindouf, "a population that lives in rocks, thirst, dust and in shanties and who were promised independence for over thirty years, whereas it is just an outright decoy on the part of people who live in comfortable homes, in Algiers or in the diplomatic representations or elsewhere".


But if Morocco is driven by a serious commitment to put an end to this conflict, which prevents a true integration of the Maghreb countries, in proposing an autonomy  project for the Sahara whose validity has been recognized by the Security Council, "the major blockage comes from the Algerian State which wants to see the birth of a ghost state."


"Algeria is against imperialism when it comes to French or Spanish colonial rule but when it comes to colonial Algeria, imperialism becomes perfect," he criticized, affirming that "it is very clear that Algeria wants to have a ghost state, a puppet State, confetti State as we used to say said previously, a state belonging to it with these people (Polisario) are completely dominated by Algeria, it is obvious ".

According to Michel Rousset, the fourth round of negotiations scheduled for next March in Manhasset (USA) will certainly be doomed to failure, as Algeria will not give up the deadlock in the situation. "If Algeria does not stop, Polisario would not and the fourth round of negotiations will end like the first three ones," he predicted, noting that "Algeria plays a shame role because we can not forget what Morocco did for the independence of this country ".

In any case, he said, Morocco has the will to implement this statute, because as stated by His Majesty King Mohammed VI, no one can impede  Morocco from implementing this statute. 

He also stressed the importance of the autonomy plan for the Sahara, because "it is based on a system of extensive autonomy for the benefit of a region that is in some ways a  “test” region regarding regional democracy ".

Legally speaking, Moroccan proposal is well "tied", he said, asserting that "it must now be set up regardless of the reactions of Algeria and Polisario. When this institution will succeed it will  show its usefulness for improving the situation of the population and at that time legal aspects will become secondary.

As for Francis Paul White, professor, Honorary Dean of the Faculty of Law and Economic Sciences of Perpignan, he felt that the process for the settlement of the Sahara conflict could have succeeded long time ago, without the obstacles erected by the "boundary state”. "The whole problem is there," he said.
