The Minister for Foreign Affairs and Cooperation, Mr. Taieb Fassi Fihri called Wednesday on the UN Secretary-General to "include MINURSO in an effort to correct the situation", "against" ceasefire breach "in the Tifariti buffer zone in the Moroccan Sahara. 



In a letter to the UN Secretary-General, Mr. Ban Ki-Moon, a copy of which was sent to MAP Thursday, the minister mentioned MINURSO passivity regarding the growing military incursions of the other parties in this region, "from Algerian territory without any reaction from MINURSO which is responsible for ensuring respect of ceasefire ". 

"In addition, these movements, organized by armed elements, are accompanied by public belligerent statements, voice serious allegations, such as +liberated territories+ or +zone under sovereignty+, the minister stressed that the buffer zone was purposely arranged to "avoid a new clash, especially with the Algerian army and contribute to the consolidation of ceasefire", proclaimed in 1991.

The minister also underlined "the high emotion and great concern" of the Moroccan people about "dangerous actions of the other parties", who bear full responsibility for this escalation and its negative impact on Un efforts to settle this issue.

"This latest development seriously alters the serenity climate which is necessary in the negotiation and compromise process for the success of the 3rd round to which you have officially invited parties last week ", said the minister stating that "the Kingdom of Morocco reserves the right to take all necessary actions to react to this regrettable evolution rejected and denounced by all Moroccan people".  


Full text of the letter: "Mr. Secretary General, The Kingdom of Morocco has not stopped during the recent years to warn the United Nations about Polisario dangerous acts, backed by Algeria, in the eastern defense region.

In his letter of December 6, 2006, the Kingdom’s Permanent Representative to the United Nations had already drawn your attention to the seriousness of the ceasefire breach that these parties were preparing to perpetrate in this area, on the occasion of the holding of a +meeting+ between 14-18 December in Tifariti. 


The Kingdom asked you, then, to take the necessary measures in order to cope with these dangerous and provocative actions that threaten peace and stability in the region.

Moreover, such actions are contrary to the climate of confidence and serenity that should prevail at this crucial moment in the process of finding a political and negotiated solution for this regional dispute.

Today, I am compelled to write to you at a time when other parties multiply military incursions in the region, from the Algerian territory without any reaction on the part of MINURSO,  which is responsible for ensuring compliance with ceasefire, proclaimed on September 6, 1991.

In addition, these movements, organized by armed elements, are accompanied by public belligerent statements which voice serious allegations, such as + liberated territories+, and + "zone under sovereignty +. However, as you know, the eastern defense area, which is an integral part of the territory of Western Sahara, had been deliberately arranged to prevent any further clash, especially with the Algerian army and help consolidate ceasefire. 

This new ceasefire breach, MINURSO passive attitude as well as the negative and aggressive allegation accompanying it provoke strong emotion and great concern of all components of the Moroccan people . Today, the Moroccan parliament held a joint plenary session of the two houses, an urgent and extraordinary meeting dedicated exclusively to this undesirable event. The meeting was concluded by a statement that unanimously reject and firmly condemn this new manoeuvre by the other parties.

Mr. Secretary General, MINURSO cannot have a passive attitude regarding such behavior. Polisario and Algeria interpret this attitude as a support and encouragement of their actions. The other parties bear full responsibility for this escalation and its negative impact on efforts conducted under your auspices by your Personal Envoy to achieve a final political solution to this dispute.

Let me remind you, in this regard, the terms of the 1783 resolution adopted last October by the Security Council, calling on the parties to + create an atmosphere conducive to dialogue and success of negotiations +. 

However, this latest development seriously alters the climate of serenity necessary in the process of negotiations and compromises, so that chances of the 3rd round to which you have officially invited the parties last week will succeed.

The government of the Kingdom of Morocco wishes to be able to count on your authority to include MINURSO in efforts to redress this situation. 

The Kingdom of Morocco reserves the right to take all necessary actions to react to this regrettable evolution rejected and condemned by all Moroccans. 


I kindly request you to take all necessary steps to ensure distribution of this letter to the Security Council members and its publication as a Council document.
