Excluding SADR from its works, the 4th EU-Africa Summit formally endorsed the provision approved in 2000 relating to terms and mechanisms of the EU- Africa Partnership , which allows only to UN member countries to participate.

This provision also officially confirms full participation of Morocco in all meetings and at all levels of the Africa- EU partnership.
Thanks to the activism of Morocco and the support of several African brothers and the European Union, summits, ministerial meetings, joint meetings and other meetings will continue according to the format approved in 2000 for Africa -EU partnership.
At the EU- Africa summit in Brussels, the Moroccan delegation, led by Minister of Foreign Affairs and Cooperation , Salaheddine Mezouar acted actively for this provision.
The Moroccan delegation was able to defeat all opponents of the Kingdom who wanted to impose the African Union as a stakeholder in this process threatening to derail the EU Summit , in case all the Heads of State and Government of the African Union , including the puppet entity , were not invited .
Members of the Moroccan delegation to the Summit also worked to promote the interests of the Kingdom in terms of "Peace and Security", "Mobility and Migration" and "Connections between the two Continents".
