EU welcomes consolidation and constitutionalization of CNDH role

The European Union encourages all parties concerned to achieve a just, lasting and mutually acceptable political solution to this regional dispute. In the statement of 11th session of the EU-Morocco Association Council, "the EU reiterates its commitment to the settlement of the Sahara conflict and expresses full support for the efforts of the UN Secretary General and his Personal Envoy for help all parties achieve a just, lasting and mutually acceptable political solution".


The EU "encourages all parties to continue to work with the personal envoy of the UN SG to progress in search for a solution, through realism and spirit of compromise."

It expressed on behalf of 28 member states the hope that the efforts towards a better integration Maghreb contribute to progress on the path to resolving this conflict.

The EU reaffirms, on the other hand, its commitment to respect human rights and recalls the obligations of each party, while welcoming in this context the constitutional role of the National Council of human Rights (CNDH) in surveillance and defense of human rights, including in the Sahara through its committees in Laayoune and Dakhla.

For its part, Morocco reiterates in a statement, its strong commitment to achieve a final, lasting just and mutually acceptable political solution to the regional dispute over the Moroccan Sahara and its support for the efforts of the personal envoy of the UN Secretary-General. 

The Kingdom also reaffirms its support for the negotiations process as the only way to settle this dispute and said that the Security Council has clearly defined in the past seven resolutions adopted since 2007, the settlement parameters, including the rule of the Moroccan autonomy initiative, realism and spirit of compromise to reach a mutually acceptable solution and commitment of all parties to put an end to the status quo.

In addition, Morocco endorsed the repeated calls by the Security Council to Algeria to enable the High Commissioner for Refugees (UNHCR) to conduct population census in Tindouf camps, in accordance with relevant resolutions the last three years.

The Sahara conflict called "Western" is an artificial conflict imposed by Morocco to Algeria. Polisario separatist movement supported by the Algerian government claims the creation of an artificial state in the Maghreb.

This situation blocks all efforts of the international community for a solution to the conflict based on autonomy under Moroccan sovereignty, regional economic and security integration.
