The new development model for the southern provinces of Morocco developed by the CESE advocates a vision and processes that are more participatory, more inclusive backed by accountable governance.


This model , whose outlines were presented Friday in Rabat by the CESE president , Nizar Baraka says that these reflections are essential to a true dynamic economic growth and triggers the emergence of cooperative social relations , and carriers cohesion and hope. 

In its diagnosis, the CESE recommends replacing the current social policies with integrated human development strategy breaking the short-term strategy and restoring the imperatives of sustainability.

The model aims through these measures , in the next 10 years, to double the GDP of these regions, creating more than 120,000 new jobs and achieving at least 50% unemployment rate for young people and women, improving the connectivity of the southern regions to promote their successful integration into the vast maritime economic area from the northern coast to Western Africa and the Canary Islands .

The CESE also advocates the strengthening of trust between companies and state’s representatives as well as the assertion of the primacy of human rights , respect for the rule of law and securing access to justice.

In economic terms, the model emphasizes that it is also necessary to move from a rentier economy , focusing on primary activities , into a framework that promotes private investment, producer of wealth and jobs and ensures transparency and the rules of fair competition .
The paper focuses in this framework on the management and allocation of resources according to the rules of sustainability and equity for the benefit of the people , which requires the development of medium and long term strategy and development of natural resources.

As far as the cultural component is concerned, the model emphasizes the need to recognize the Hassani culture as right and considers it as an engine of development playing an important role in the symbolic and unity capital and local awareness, deserving its integration and development among plural components of national identity , as affirmed by the Constitution.

The new model of development in the southern provinces , prepared in accordance with guidelines of HM King Mohammed VI , is the result of a "broad process of listening, dialogue and consultation conducted by the CESE with more than 1,500 people involved representing politicians, central and territorial administration, civil society , trade unions , traders , in order to involve them in various stages of model building, from diagnosis to final design . 

This model, which is fully in line with the 2011Constitution, represents a contribution of civil society into a large advanced national regionalization project.
