The non-settlement of the Sahara conflict is an "obstacle to comprehensive counter-terrorism cooperation" at the regional level, says the U.S. Department of State in its annual report on terrorism worldwide, released Thursday in Washington.



Noting that Morocco has forged "solid" relations for cooperation in the fight against terrorism with its European and African partners through the sharing of information and by joint operations and maneuvers, the US Department of State regrets the "lack of progress" in bilateral cooperation between Morocco and Algeria in the matter, precisely because of the absence of a solution to the Sahara issue.

The document from the State Department warns that the "lack of consistent cooperation between the countries of the region is a potential loophole which could be exploited by terrorist groups like Al Qaeda in Islamic Maghreb (AQIM)."

The Department of State expressed regret, in this respect, that Morocco was "specifically excluded" from a regional conference on cooperation in the fight against terrorism and transnational crime in the Sahel-Saharan region, held in March 2010 in Algeria, while Rabat and Algiers are both members of the trans-Saharan Partnership fight against terrorism.

Morocco had then regretted the negative reaction of the Algerian authorities and regretted "this attitude of exclusion in front of an identified common threat which necessarily requires a concerted and collective response to consolidate regional peace and security and promote the progress and development throughout the sub-region. "
