Morocco's permanent representative to the UN office at Geneva, Ambassador Omar Hilale said that Algeria violates all international protection principles in the camps of Tindouf (south-west).Speaking at a meeting held as part of 51st session of the UNHCR's Executive Committee, Hilale expressed Morocco’s full commitment to the 1951 convention relating to the status of refugees.



He denounced that Algeria fell short of meeting international obligations, noting that the population held in the polisario-run camps in the Algerian territory continue to be victim of grave human rights violations.


Hilale recalled the adoption by the Security Council of 1979 on the Moroccan Sahara, which calls on the UNHCR to continue the registration process of the population in Tindouf camps.
 
The Moroccan Ambassador recalled that Algeria has been rejecting since 35 years calls of the UNHCR on carrying out a registration of the population held in the camps.

He added that Algeria ignores the recommendations contained in the UN Secretary General’s report on the Sahara of April 20100 and 2011 relating to the census of the population held captive in Tindouf, and continues to violate international protection mechanism in the aforementioned camps.

The human rights situation in Tindouf camps represents a “failure story” as it illustrates the failure of Algeria, the host country, in upholding its international obligations regarding the population held against their will in Tindouf, Hilale made it clear.

On the same occasion, Hilale pointed to several reports by international NGOs denouncing the systematic human rights violations taking place in Tindouf camps, in this respect he shed light on annual reports notably by Amnesty International, Human Rights Watch, International Federation for Human Rights, US Committee for Refugees, Hudson Institute.

The Moroccan Ambassador also shed light on the suffering inflicted on the Sahrawi Militant Mustapha Salma Ould Sidi Mouloud who was arrested in the Algerian territory and has been prevented from returning to the camps of Tindouf, where his family lives.

According to Algeria, his only crime was that he openly voiced support for Morocco’s autonomy initiative for the Sahara.

Hilale said the Mustapha Salma’s case is an example illustrating the extent to which Algeria fell short of meeting its international obligations.
