"The issue of the Sahara is the subject of a UN-sponsored negotiation process," El Ouali told the France24 channel on Sunday, adding that what Morocco should do is to implement regionalisation in the southern provinces as well.
The expert deplored the fact that Polisario and Algeria impede negotiations on Morocco's autonomy project by insisting on inapplicable issues. "Algeria and polisario cling to the option of self-determination, which has become unworkable," he said.
He insisted that self-determination does not necessarily imply independence, saying that "what we mean today by the right to self-determination is power-sharing at local level, as the international community is aware that self-determination in its classical conception constitutes a threat to states and societies.
The mission of the recently created Advisory Committee on Regionalisation is to propose a general conception of regionalisation, while bearing in mind its relevant dimensions and the role of competent constitutional institutions in its implementation.
