The decentralized cooperation agreement signed Tuesday between the Moroccan city of Dakhla and French city Creil, constitutes an act of twinning that will open significant opportunities for bilateral cooperation, said the Mayor of Creil, Jean-Claude Villemain. 



This linkage between the two cities is very important in terms of commonalities between them in various sectors," Mr Villemain told reporters on the sidelines of the signing of this agreement, which will run for five renewable years.

"Our twinning will help to strengthen ties of cooperation and friendship between Morocco and France for the greater interest of our respective peoples," he said, highlighting the progress made in Morocco on different plans.

After noting that "the Moroccan community in the town of Creil is one of the most important", he said the agreement is "an opportunity and another chance for them to get rich, improve their mind and act".


The agreement was signed by the reeve of Dakhla, Mr. Sid Slouh Joumana and the Mayor of Creil, Jean-Claude Villemain in the presence of the Wali of the region of Oued-Eddahab-Lagouira, governor of Oued-Eddahab Province, Hamid Chabar, governor of Aousserd, Mr. Al-Hassan Abou Laouane, as well as several elected officials and local actors.

Intended to lay the groundwork for a rich and multifaceted cooperation to contribute to the momentum of local development in the two cities and meet the aspirations of local residents, this agreement is the result of efforts by local authorities, elected representatives and all local stakeholders to strengthen the openness of Oued-Eddahab-Lagouira region on its external environment and strengthen its exchanges with other regions.

Under this agreement, which illustrates the depth of friendship between Morocco and France and the common interests of both cities to promote bilateral ties, both sides agree to work to strengthen cooperation and coordination ties in various areas of common interest, particularly in the field of sustainable management of water resources, protection of the environment, support of cultural activities, management of household waste, wastewater, and transport.

The agreement, signed on the sidelines of the visit of the delegation of the town of Creil in Dakhla, also concerns cooperation to improve living conditions for residents of historic and peripheral centers, exchange of visits of youth and councilors and awareness of the importance of preserving the environment and water resources, and promoting initiatives for youth and women.
 
It also covers the promotion of initiatives and actions of economic, cultural and social promotion between the two cities.


The agreement provides, inter alia, the establishment of an annual program of cooperation and exchange in areas of common interest, exchange information on methods of managing local affairs, exploration of cooperation and investment prospects between economic actors and the private sectors of both cities, in addition to  development of bilateral trade.

Creil is a city of the great Parisian region located south of Oise at about 50 km north of Paris. This is the 3rd city in terms of population in the department of Oise. It is twinned with several cities including three European: Pendle District in Great Britain (80 000 inhabitants), the city of Marl, Germany (80 000) and the city of Chorzow in Poland (123 000).
