Referring to the fact Morocco has reactivated the Royal Advisory Council for Saharan Affairs (CORCAS) and associating this with the elaboration of autonomy project, "Le Monde" adds that “being exhausted and demoralized by a conflict which seems to stay for an eternity, the Sahrawi population is not insensitive regarding CORCAS positions” and rejects “Polisario guardianship” and its “Algerian godfather”.
According to the newspaper, the international community “shares” the “weariness” of the Sahrawi population as proved by “the globally positive reactions to the Moroccan project such as France, Belgium and Spain”.
By mentioning that Morocco has submitted to the UN, on Wednesday April 11, an autonomy project for the Sahara “ aiming at putting an end to the a deadlock that has lasted for more than 30 years, "Le Monde" quotes a Sahrawi source as saying that the Moroccan proposal is “ the frame of a plan likely to come to a way-out”.
The paper, which added that “the Moroccan diplomacy has launched during the last months a large diplomatic offensive in all continents in order to defend its plan”, mentioned the declaration of State department official, Nicholas Burns, who qualified the Moroccan proposal as “serious and credible”.
The United States “hope” that it “will bring about a debate and give the opportunity to hold direct negotiations without preliminary conditions”, according to "Le Monde" quoting Mr. Burns.
