Morocco's initiative to grant substantial autonomy to its southern provinces in the Sahara, meets "real and pressing" needs of Sahrawis held captive in Tindouf camps (southwestern Algeria), Ahmaddou Ould Souilem, former Polisario leader and founder, said on Monday.

"I have decided to return to Morocco to help materialize the autonomy plan which offers the best solution to the Sahara issue," Ould Souilem, who joined Morocco on Wednesday, said at a press conference in Rabat.

He also said his return reflects his attachment to Morocco and his willingness to contribute in settling the three-decade-long Sahara dispute.

In this respect, he stressed that the autonomy plan allows Sahrawis to run their local affairs by themselves, underpinning their full adherence to this plan, which "pulled the rug from under the Polisario and its mentor Algeria."

He noted that the Royal Advisory Council for Saharan Affairs (CORCAS) plays a key role in the economic and social development of Morocco's southern provinces.

Touching on the negotiations on the Sahara issue under the aegis of the UN, he said Algeria and Polisario have never shown interest in settling the Sahara conflict.

Polisario is not able to take arms, he said. "The war is over for good", he added.

Ould Souilem also shed light on the suffering inflicted on the Sahrawis held against their will in the camps, where they live in "despair and instability."

Ould Souilem, former minister-advisor to the presidency of the so-called SADR, also said that Polisario is a "puppet" in the hands of Algeria.
