the Moroccan autonomy plan which takes place in the way of democratic evolution by His Majesty Mohamed VI, answers the democratic requirements of the European charter of the regional autonomy, asserted Saturday in Lyon ( France), jean-Christopher Robert, lecturer in law history at Perpignan university via Domitia.



Mr Robert, who was expressing himself within the framework of a meeting under the theme of“regional autonomy statute in compared law in the light of the Moroccan autonomy in the Sahara region” made it clear that the convergence between the European charter and the Moroccan autonomy plan watched through the recognition of the autonomous collectivity of certain rights foreseeing the instituted organs of democratic decisions.


 The Moroccan proposal which” integrates the European democratic standards” , is satisfying the proper requirements of territorial democracy , taking into account elected organs, necessary financial resources to development of the region in all fields, and a constitutional guaranty, he explained, he added that the autonomy plan “goes sometimes beyond the European charter recommendations”

Francois-Paul Blanc, professor at the international faculty of compared law (university of Perpignan), insisted on the» unquestionable character of the Marocanite of the Sahara” raising that decolonisation of morocco did not allow the reconstruction of the kingdom in the framework of its historical borders.

 The French academic underlined that the autonomy plan is “an extremely advanced plan» from the democratic principles that presided over its elaboration; pointing out the convergences which exist between the project and the autonomy in force in an “unitary” country such as Spain

 In the same context, Ahmed Bouachik , professor at  Mohamed university, Souissi- Rabat , indicated that the autonomy  plan under the Moroccan sovereignty is inspired of a number of similar experiences which took place particularly in Italy and catalogne( Spain) recalling that this initiative came within the framework of a move made by the  UN

 The application of his plan underlined m Bouachik, who is equally co-director of the Moroccan magazine of local administration and development (remald) will allow a final solution to such artificial conflict, the instauration of an equilibrium in the region from the geopolitics and geostrategic points of views, the reunification of the Maghreb, and also the repatriation to morocco of detained sahraouis inTindouf camps.

This meeting, organised by the francophone institute of studies university of Perpignan via Domitia, political science of Toulouse and the “Remald” , was marked by the participation particularly of several personalities representing the academic, associative, and human rights world
