Works of the first meeting of the Royal Advisory Council for Saharan Affairs closed on Thursday evening, April 6, 2006 in Rabat. In a statement to the press following the conclusion of works of this meeting the head of the Council, Mr. Khalihenna Ould Errachid, said that the setting up by His Majesty King Mohammed VI of the council new members during the historic visit by His Majesty to the southern region "has deleted any justification for separation."




He added that His Majesty’s suggestion to adopt an autonomous regime in these territories within the framework of Moroccan sovereignty "as a final and civilized way for the exercise of political participation and economic and social development, constitutes a historic decision likely to find a final solution to the Sahara problem".

The President highlighted that council’s rules of procedure "was carried out in a democratic and transparent manner," adding that amendments have been introduced and ratified. He described as "transparent" the election of nine vice Presidents of the Council by universal suffrage and one-nominal relative majority explaining that this process was characterized by "fraternal dialogue and consensus among members."

It is noteworthy that the nine deputies of the President of the Royal Advisory Council for Saharan Affairs: Khaddad Moussaoui, Hassan darham, Abdelaziz Aba, Omar Bouida, Hasna Cherif, Breika Zeroualli, Kalthoum Khayat, Ali Salem Al Kachaf and Othman Ila. The works of the Royal Advisory Council for Saharan Affairs opened last Tuesday in Rabat, a few days after the nomination by His Majesty King Mohammed VI of its new members during the historic visit by His Majesty in the southern regions.

Declaration by Mr. Khalihenna folllowing the end of the first session works


On this occasion, the Council’s President, Mr. Khalihenna Ould Errachid told the press after the conclusion of the works of this meeting, that the appointment by His Majesty King Mohammed VI of the new members of this body during his historic visit to the southern provinces "leaves no justification for secession.", He said in a statement that the initiative of His Majesty King to adopt a system of self-government in the southern provinces in the framework of Moroccan sovereignty “as a final solution and civilized way for political, economic and social participation, and a historic decision that would find a final solution to the problem of the Sahara." 

Text of the statement:
His Majesty the King decided to set up autonomy in the Sahara as a final solution and civilized way for political, economic and social participation by all components of the Moroccan people. Of course, this is what has been claimed by young people in the past and in the future. The founding Dahir of the Royal Council made a direct relationship between the Council, which gathers South components and His Majesty the King in all the crucial political and cultural issues "

Adding in the same context:
Today, we completed the last point on the agenda of this session that is the election of the nine vice-presidents. The operation took place in full transparency and fraternal dialogue between members and produced a positive result not subject to any kind of suspicion "
 
God willing, starting from tomorrow, we will study issues delegated to the Council by His Majesty King Mohammed VI with respect to the future strategy that we will develop to defend the national unity of the Kingdom and the defense of territorial integrity as well as the tasks entrusted to us with regard to the socio-economic developmental and cultural fields"
