Members of the Royal Advisory Council for Saharan Affairs elected on Thursday evening, April 6, 2006 in Rabat, the nine Vice-Presidents who form the Office of the Council: Khaddad Moussaoui, Hassan Darham, Abdelaziz Aba, Omar Bouida, Hasna-Cherif, Brika Zeroual, Kalthoum Khayat, Ali Salem Al Kachaf and Othman Ila.



 The Council members had ratified yesterday evening, Wednesday, the draft rules of  procedure which would be submitted to His Majesty the King. It is noteworthy that the Royal Advisory Council for Saharan Affairs opened the day before yesterday, Tuesday, works the first meeting, a few days after the nomination by His Majesty King Mohammed VI of its new members during the historic visit by His Majesty to the southern regions.

The Royal Advisory Council for Saharan Affairs is a proposal force for the Defence of the Kingdom's territorial unity and development of southern regions. The Dahir on the organization of council identified its basic tasks in defending the Moroccan Sahara, contributing to economic and social development and preserving the cultural specificities within unified national identity.

The Council enjoys large powers for the fulfilment of these tasks, an advisory task on major issues and accomplishment of the tasks assigned to it. It is also a proposal force for improving the situation of young people and women and expressing their aspirations through the rehabilitation of education, training and Employment, reinforcing regional and national solidarity and strengthening Human rights within the rule of law and the protection of cultural specificities of the region.

The Council will work also for the return and integration of Moroccans detained in Tindouf and publicize the just cause of the Kingdom's territorial unity through effect diplomacy. It will prepare an annual report on the achievements and prospects of the council.  The council’s new formation is characterized by its credibility representativeness, effectiveness, and openness to the various social, political and economic components.

The Royal Advisory Council for Saharan Affairs continued on Wednesday, April 5th, 2006 in Rabat, its proceedings in closed session. The President Mr. Khalihenna Ould Errachid said in a statement before the resumption of the works of the Council that the latter will consider the rules prepared by the Technical Committee which was formed on Tuesday for this purpose.
He added that the meeting will end by the vote on the draft rules of procedure before submitting them to the attention of His Majesty the King. Mr. Khalihenna Ould Errachid noted that on the Thursday session there will be election of the nine Vice-Presidents who will make up the Bureau of the Council, and who were elected in the evening of Thursday, April 6th, 2006. They are: Khaddad Moussaoui, Hasan Al-Derham, Abdellaziz Aba, Omar Bouida, Hasna Chrif, Barika Zerouali, Kalthoum Khayat, Ali Salem El Chakkaf and Othman Aila.
13 candidates applied for the positions and the voting process produced the following results:
- The number of Council members: 141
- Number of votes: 140
- Absents: 1
- Votes accepted: 140
- Votes cancelled: 6


The outcome of this process gave the nine vice-presidents a total of 117 votes distributed in order as follows:

Khaddad M’hammed Habib Moussaoui: 20
Hasan Sidi Ahmed Ali Al-Derham : 18
Abdellaziz M’hammed M’birik Aba: 17
Omar Ali Bouida: 16
Moulay Hasna Sidi Bachir Chrif :12
Barika Mohammed Hassan Zerouali : 10
Kalthoum Mohammed Salem Khayat : 9
Ali Salem Sidi Ahmed ben Salek El Chakkaf:  8
Othman Ailat ben Cheikh Aila : 7
