Smara Call

The Royal Advisory Council for Saharan Affairs held on Dou Al Hija 7-8, 1428 corresponding to December 17-18, 2007, its second regular session in Smara, the spiritual and patriot capital of the Kingdom’s southern provinces. 



Deliberations of this session devoted to development issues of the southern provinces, as well as developments regarding our territorial integrity, were entitled "autonomy: a final solution to achieve reconciliation and restoration of dignity."  

Corcas members took advantage of this opportunity to reaffirm their pride and satisfaction at having contributed to the elaboration of the Moroccan autonomy initiative and vigilantly assured the monitoring of its evolution, as a solution preserving sovereignty and territorial integrity of the Kingdom, respecting the specificities of the inhabitants of the southern provinces, taking into consideration international standards in terms of autonomy and putting an end to the Sahara issue deadlock, since the international community became aware of the impossibility of applying the former plans.

The Council also reaffirms that this historic and courageous initiative, is the ideal way to resolve the conflict which has lasted too long. It is also the only choice in the context of international legality.

By affirming its support to the autonomy proposal, The Royal Advisory Council for Saharan Affairs mentions the positions of the international community that has welcomed the Moroccan initiative through both 1754 and 1783 resolutions, which have admitted that the Moroccan initiative with the exception of all others, is credible and serious, and which have put a final end and formed a break with all the outdated approaches that have failed to address the question of our territorial integrity.

Within the same context this effort continued with the effective and efficient contribution of the Royal Advisory Saharan Affairs, in the two rounds of negotiations that took place in the United States of America.

During this session, the Royal Advisory Council for Saharan Affairs studied the plight of our brothers that live in Tindouf, under harsh conditions and the suffering of families and children who experience homelessness, separation with their families and the use of their plight to beg international aid, distract them from their noble humanitarian goals and make it a means of enrichment and personal gain.

Faced with this situation and from the city of Smara which consented enormous sacrifices for freedom and dignity, we tell our brothers who are inflicting their authoritarianism to our families in the Tindouf camps, stop suffering, stop desperation and wandering, stop the separation of families and future generations without identity or identity, stop the continued use of this inhuman situation lived by those deprived of returning to their motherland, who are detained in the Tindouf camps. Stop of hateful slogans, outdated positions and ideologies which only serve the interest of the enemies who have a visceral hatred for Morocco and who do everything to destabilize the region. 

We urge you to get out of past ideas, Cold War ideas based on unique thinking. Our families want a real solution and know with conviction that the only possible and realistic solution is autonomy initiative, which preserves the dignity of all and defeats nobody. It is the victory of justice, dignity, reconciliation and unity.

That is why the Royal Advisory Council for Affairs Saharan urge our brothers in the Tindouf camps to prevail reason and history by returning to the motherland, the land of generosity, the land of reconciliation, democracy and human rights.

the return of all inhabitants in the Tindouf camps will bring back hope to the coming generations sacrificed for the time being, those generations who are the hope of an enlightened future in which they would enjoy a promising future in a strong Morocco.

We urge you individually and collectively to respond to the appeal of brotherhood and loyalty. The appeal of a caring motherland, caring father who opens his arms and tends his hand to his children for reunion, joy, welfare, security and serenity.

Do not lose this historic opportunity because autonomy is the final solution to achieve reconciliation and restoration of dignity.
