Algerian presidents and officials believe that the solution to the conflict is autonomy within Moroccan unity 

Unlike Algeria, where the Sahara issue is the matter of the regime in power, in Morocco it is the first national cause.


It is the business of all Moroccans, who are mobilized at the official, partisan, association, parliamentary and community diplomacy, said Saturday in Villemomble (Paris region) Mr. Lahcen Mahraoui member of the Royal Advisory Council for Saharan Affairs (CORCAS).

As part of a conference entitled " Historical Foundations of Moroccan Sahara ", organized by the Consulate of Morocco in Villemombre on the occasion of the 70th anniversary of the introduction of the Manifesto of Independence , Mr. Mahraoui also spokesman of the Association of Moroccan Saharan tribes in Europe ( ATSME ) tackled the different historical stages of strong ties that have always existed between Morocco and southern provinces.

On the occasion, the speaker presented documents, testimonies and letters attesting the Sahara is Moroccan, referring to the allegiance of Sahrawi people to Moroccan Sultans through the history of Morocco, a country which became a state since 9 th century.

He also explained that the sovereignty over the Sahara was reflected through the appointment by the Moroccan Sultans of local leaders (caids, judges and military leaders).

Deigning to ignore these historical truths , Algeria and Polisario maintain the status quo by dithering , trying to exploit human rights in the Moroccan Sahara and clinging to an outdated referendum pointed Mahraoui , noting these parties refuse to engage in serious negotiations on the basis of the Moroccan autonomy initiative , a win-win for Sahrawis to manage their own affairs under Moroccan sovereignty, ending the ordeal endured by populations sequestered in Tindouf camps and reviving the Arab Maghreb Union .

The speaker further stated that the situation of instability in the region, which threatens not only the Maghreb but also Europe and the rest of the world should urge the international community to face this emergency, put pressure on Algeria and Polisario to get them engage in negotiations on the basis of one project considered by the security Council in all its resolutions since 2007 as " serious and credible " to finally settle this artificial conflict.

Mr. Mahraoui also added that until a serious commitment of other parties to negotiate a final status of this conflict on the basis of autonomy is found, Morocco established committees of the National Council for Human Rights ( CNDH) , whose work has been praised by the UN and the Economic, Social and Environmental Council (CESE), which has published recommendations for improving the situation of citizens.

These recommendations will frame future Saharan policy, argued Mr. Mahraoui , noting that politically and, whiting for the establishment of autonomy, Morocco is committed to implement advanced regionalization in Sahara . During this conference attended by several members of the Moroccan community in France and Europe, Mr. Mahraoui stated , with supporting evidence , that the Moroccan sovereignty over the Sahara was also enshrined in treaties and conventions signed between Morocco and foreign powers who have always used the sultans to protect the activities of their citizens in the Sahara.

He cited in this regard agreements between Morocco on the one hand, the United States in 1786, England (1801) and Spain (1869), on the other hand. Mr. Mahraoui also mentioned evidence and quotes from major French, English and German political figures, proving the Sahara is Moroccan dating from the period of 17 th century protectorate.

Statements by senior Algerian officials, confirming the Moroccan Sahara and deploring their country's involvement in this issue, were read at the conference, including that of former President Ahmed Ben Bella, who had claimed to be "always against Algiers position on this conflict "and that" the political solution to Sahara is under Moroccan sovereignty. "

Mr. Mahraoui also reiterated the position of former Algerian President Mohamed Boudiaf for whom "this conflict has no reason to exist" and that "the anti -Maghreb Polisario should no longer count on the Algerian support and help. " Former Prime Minister Abdelhamid Ibrahimi and General Nezar Khaled also stated that the solution to the conflict will be found in an internal autonomy within the Moroccan unity , said the speaker.

The Consul of Morocco in Villemomble Abdellatif Mourtabit seized the occasion of the celebration of the 70th anniversary of the presentation of the manifesto of independence to emphasize the symbolic commemoration of this event and its deeper meanings, adding that the Kingdom has maintained its independence for nearly thirteen centuries, until the protectorate was imposed .

The presentation of the manifesto of independence was a turning point and a crucial step in the process of the struggle of the Moroccan people, in perfect communion with the Throne, for the recovery of freedom and independence , said the consul.
