Khalihenna: next negotiation round should be serious

"The Royal Advisory Council was founded by His Majesty the King Mohammed VI in Laâyoun on March 25th, 2006. It's a Royal organization which aims at preparing the psycological, political, diplomatic, economic and social environment for the implementation of a final solution for the Sahara issue relating to the autonomy under the Moroccan sovereignty. We have started indeed  working in these different fields"



Concerning the position of Algeria regarding the Sahara, Mr. Khalihenna Ould Errachid said once again:

"The Sahara issue is basically a Moroccan -Moroccan issue with international reflections and dimensions as it is originally a protest of a group of Moroccan young people from Sahrawi origins about the political, economic and social situation of the Sahara region which was part of the independent Morocco before 1975, about their non participation and ignorance of their position within the Moroccan State and which was in the beginning an organization asking for more political, economic and social rights to the people of this region.

However, the conditions prevailing during the 70's in the Maghreb region, cold war and Arab- Arab conflicts, conflicts among progressive systems and among conservative systems at that time, gave to this conflict international dimensions, though it was a Moroccan-Moroccan conflict whose objective was to find a guaranteed political, economic and cultural position within the Moroccan State.

However, the Sahrawis residing in Tindouf camps, besides the Polisario Front, were in Algeria, and in order to meet them it was necessary to go to Algeria. Thus, I asked Algeria, the friendly and neighbour country to interfere in settling the conflict, to be an effective member  in this issue, to be the country which contributes in building the Arab Maghreb and to be the country opening the  cooperation field at the Maghrebian level. In order to build this Arab Maghreb, the Sahara issue should be solved and Algeria has to play a role in this affair in view of its endeavours and direct relation with the Polisario Front and with the camps on its territory. Thus, Algeria has a reconciliating, mediating and compromising role to play. We want to say to Algeria and to our government to play this role by making endeavours besides the UN to settle this issue. "

Mr. Khalihenna Ould Errachid invited the Polisario Front to dialogue and to accept the political solution which guarantees the rights of the Sahrawi people, especially after the last UN report which confirmed the impossibility of applying Baker’s plan and calling the parties to negotiate.

"The Polisario Front is still calling for the impossible but the reality says that the solution to Sahara issue is based on the fact that all the roads taken by the Polisario Front up to now ,i.e. since 30 years ago, failed,  bet on war failed, bet on an inapplicable, unjust, unfair and illegitimate referendum failed, and the United Nations itself, considers that the solution to the Sahara issue can only be a mutually accepted political solution. This is what the recent Security Council report stipulates i.e. to urge parties to find a lasting political and mutually accepted solution.

For this reason, we say to the Polisario Front, to our brothers in the Polisario Front, not to increase the suffering of our brothers in Tindouf, not to increase instability in the Maghreb region, and to go ahead towards the only possible solution, the objective and realistic solution which guarantees the historical rights of the Sahrawi people, who were behind the creation of the Polisario Front, and to ensure stability in the Maghreb region as well as compromise among the Maghreb countries. We also tell them that the Polisario should not constitute a block to the United Nations’ endeavours and those of the strongest countries in the world, and to the will of the peoples and the Sahrawis themselves, in solving this affair, which lasted 30 years in vain. "
