Ould Errachid said: "We suggest inspired by the Spanish model division of the central state’s authorities (Morocco), including foreign affairs, defence, currency, the rest being subject to discussion."

Some members of the Corcas, composed of 141 members representing, according to the Council’s chairman, "two-thirds of the Saharan population", are visiting Spain to held meetings with the major political parties and regional NGOs working with the Saharan people.

  Corcas chairman called yesterday for the Spanish mediation, saying: "We need Spain’s help to convince Polisario which controls 27 per cent of the Saharan population and to mediate until this movement accepts dialogue and abandon its dogmatism and political incitement". 

According to Ould Errachid, the referendum that the United Nations has been trying to apply for several years has failed, "because the distribution of the refugee camps requires a change in borders between Morocco, Algeria, Mauritania and Mali, and no one is willing to cede."

  According to the corcas chairman, Algeria is not concerned with the conflict in Western Sahara, because it is "land owned by Morocco", but it can be mediator with Polisario".

The Autonomy proposed by corcas "is autonomy similar to the one existing in Spain, England, Italy and Belgium. It is a kind of self-determination that prevents separation," says Ould Errachid, stressing the need for the cooperation of all States, particularly the European Union, in order to "convince" the Polisario front that he described as a "movement", to participate in negotiations.
