After the cease-fire in 1991, the late King Hassan II submitted a plan relating to the holding of a referendum on the future of the Sahara, but the United Nations went to another type of referendum and built a plan on a tribal basis. At this point, there was the dilemma that these tribes do not exist only in the Sahara, which was subject to the Spanish colonization, but are located on a large geographical extension including Algeria, northern Mali, north-west Mauritania, , ie a geographical area extending to a million square kilometers.
Mr. Ould Errachid said it is impossible to conduct a fair and impartial referendum, resulting in self-determination by the Sahara, inhabitants and this is the conviction of many States, the United States, France, United Kingdom, Russia, China, India, Iran, Pakistan, Saudi Arabia, Egypt, Syria, Iraq ... The same thing applies to Latin American, Mexico, Brazil, Argentina, all these countries are not convinced about the establishment of Sahrawi state.
