His Majesty King Mohammed VI made a founding speech in Almechouar in Laayoune, the city which lived that day a great ceremony ending with the establishment of the Royal Advisory Council for Saharan Affairs.


Corcas was founded with the prospect of a new and daring strategy to manage the Sahara file and contributed alongside public authorities and elected institutions to the defense of the Sahara and aspirations of Sahrawi citizens.


This was possible through the solution announced by HM the King on the 30th anniversary of the Green March, consisting in granting autonomy to the region, which will be the final solution to the artificial conflict over the region.


The defense of the Moroccan character of the Sahara is indeed the greatest contribution of the Council. 


When appointed by the Sovereign, Chairman Khalihenna Ould Errachid, Secretary General Maouelainin Ben Khalihanna Maoulainin and 141 members who represent all the tribes and categories of the Saharawi society, began their action to design autonomy within the framework of the sovereignty of the Kingdom and its national and territorial integrity.




After the adoption of this project and its submission to the United Nations in April 2007, CORCAS participated massively in the international campaign for the explanation of the autonomy initiative proposed by Morocco.


The President and the Secretary General made numerous tours around the world, in particular Latin America and Europe to mobilize support for the draft solution which opens up new perspectives in the face of the failure of the regulations proposed by UN.


The Sahrawi participation within the delegation of the Kingdom of Morocco to the negotiations under the UN auspices  was a determining factor which confronted the international community faced with the reality of the conflict, in particular, the fact that Polisario front supported by Algeria is not  the sole representative nor the legitimate representative of the Sahrawis.


This showed that the representatives of Sahrawis who are grouped within Corcas are serious in the search for a just and final solution which puts an end to decades of exile, separation from conflict and war.


Between June 2007 and March 2008, Corcas participated in four official negotiation rounds, in Manhasset, New York region, between Morocco, Algeria, Polisario and Mauritania.


The Council also participated in nine rounds of informal negotiation between August 2009 and March 2012.




Corcas continues today to fulfill its mission of defending the Sahara, through the participation of its members during international meetings, such as the Human Rights Council in Geneva which are held three times a year , as well as the annual meetings of the 4th Committee and other international meetings and organizations.




Sahrawi members who have consultative status, according to the founding statute of the council, in particular the region presidents and representatives of civil society, participated within the Moroccan delegation, in the last debates organized by the former personal envoy of the UN Secretary General, Horst Köhler.


These people include Sidi M. Sidi Hamdi Ould Errachid, President of Laayoune-Sakia El Hamra region, Mr. Yenja El Khattat, President of the Dakhla-Oued Eddahab region, and Ms. Fatima El Adli, associative actor and member of the City Council of the city of Smara.


It should also be remembered that Corcas is very active in the discussions that take place within its headquarters in Rabat, with foreign delegations, to present to the hosts the latest developments in the Sahara issue and promote the Moroccan initiative granting autonomy to the Sahara region.


The Council is also very present on the internet both through its diversified sites available in several languages, or through social networks where the voice of the Sahrawis is daily present, for the promotion of the autonomy initiative regularly updated. And at the same time a daily response to the disinformation and propaganda of Algeria and Polisario as well as their separatist plan.


This action by Corcas made it possible to break the closed door imposed by the two protagonists Algeria and Polisario, on the Sahara issue during 90s of the 20th century  until 2006.
