 Morocco reiterated, Wednesday in Addis Ababa, before the African Union Peace and Security Council, the priority of the United Nations Security Council in maintaining international peace and security, as a fundamental principle for financing peace support operations led by the African Union and authorized by the UN Security Council, on a case-by-case basis.
The Kingdom's position was confirmed during a discussion by the African Union Peace and Security Council on UN Security Council Resolution 2719 and its political, strategic and institutional implications.
The Moroccan delegation stressed that the adoption of Resolution 2719 in December 2023 constitutes a milestone in the partnership between the United Nations and the African Union, noting that it is evidence of the collective commitment to promoting peace and stability in Africa through enhanced cooperation and adequate, sustainable and predictable financing for peace support operations.
It stressed that by ensuring the financing of peace support operations led by the African Union and authorized by the United Nations Security Council, on a case-by-case basis, and not exceeding 75% of the United Nations' assessed contributions, Resolution 2719 responds to one of the most important challenges facing peace support operations led by the African Union, namely the sustainability and reliability of financing peace support missions.
The Moroccan delegation added that this resolution alleviates the challenges associated with peacekeeping efforts that are often hampered by financial uncertainty, in addition to providing a mechanism that allows the remaining 25% of funding to be obtained from the African Union, its member states or its partners.
It noted that the resolution strengthens cooperation and coordination between the United Nations and the African Union at all stages of deployment, planning, implementation and post-mission activities, explaining that this integrated approach allows the two organizations to effectively leverage their strengths and resources.
In this regard, the Moroccan delegation stressed the importance of ensuring transparency and accountability in the use of financial appropriations to track and hold accountable the use of financial resources, as well as a strong political commitment to secure the necessary financial contributions and the effective implementation of the strategic objectives of peace support operations led by the African Union.
The Moroccan delegation concluded by emphasizing that UN Security Council Resolution 2719 represents a major step towards achieving lasting peace in Africa, by embodying the collective will to find lasting solutions through enhanced cooperation and sustainable financing within a framework guided by guiding principles, including the priority of the UN Security Council in maintaining international peace and security
