Neither MINURSO nor UN have the right to impose on Morocco international monitoring of human rights in its southern provinces.

Khalihenna Ould Errachid, the chairman of the Royal Advisory Council for Saharan Affairs (CORCAS), who was the guest of MAP Forum, April 15, said that the autonomy proposal in the southern provinces has enabled a large opening in the field of human rights and freedoms consolidation under Moroccan law.


Corcas chairman says in his speech under the theme : "Governance in the southern provinces and new achievements on Human Rights", as a result of the momentum generated by this proposal, " the problem of Human rights in the southern provinces is no longer raised".

Mr Khalihenna said that once the Sahara returned to Morocco, the main requirement that had to be answered was to make this region even with the other provinces of Morocco and ensure its residents the right to minimum acceptable living conditions, since the region had no economic, social or cultural infrastructure.

The huge effort made by Morocco in the field of development had a great influence on the development of human rights in the Sahara region, says Ould Errachid.

This development period was essential for Corcas chairman in addition to the decision by HM King Mohammed VI to establish autonomy in the southern provinces which was a "turning point" in the history of region, adding that this "historic and bold" decision was the first political approach of its kind to provide comprehensive answers to all the challenges.

Moroccan proposal, which was welcomed by all Sahrawis, "surprised" observers and changed the equation of this artificial conflict over the Moroccan Sahara, said Mr. Ould Errachid.

Stressing that Morocco has all the powers to reject any proposal which violates its historical and territorial rights , Corcas chairman considers that neither MINURSO nor the UN have the right to impose on Morocco international human rights monitoring in its southern provinces since mechanisms devoted to human rights already exist.
