Mr. Ould Errachid Khalihenna, chairman of the Royal Advisory Saharan Affairs, attended the 1st Regional Conference on Governance: individual rights, economic development and social progress, organized by Amadeus Institute, on February 26-27, 2009, in Marrakesh.





Corcas chairman contirbuted at Friday panel with the theme: territorial Governance: regionalization, autonomy and spatial management of territories.   

The contribution largely taken up by the press, was devoted to the initiative of autonomy, which according to Corcas chairman attracted broad support from the international community, because we realized that Morocco does not undertake just political or diplomatic maneuver, but it is building the future".

Mr. Ould Errachid explained during his intervention the conditions under which the initiative of autonomy had been prepared, indicating that the preparation of the autonomy project obeyed to three basic requirements. 

The first is to satisfy the demands of Sahrawis, the second is to consolidate and strengthen the territorial integrity and national unity of Morocco and the third is to meet the demand of the international community to settle the Sahara issue through political negotiation and in accordance with international law.  

Mr. Ould Errachid called autonomy project "project of a nation, as it turns, beyond all to reconciliation."

On the sidelines of the conference Corcas chairman and Secretary General met with several participants, including Ms. Kyung-Wha Kang, Deputy High Commissioner for Human Rights, and Mr. Malcolm Smart, Program Director for North Africa and the Middle East at Amnesty International. 

Exchange with the two personalities has focused on human rights in Morocco in general and in the southern provinces, in particular, as well as changes that this file has known since the establishment of Corcas.
