President of the Royal Advisory Council for Saharan Affairs (CORCAS), Mr. M. Khalihenna Ould Errachid said that Morocco, like the international community insists on the need for the next round of negotiations on the Sahara, to be a “serious and deep” step in order to reach final settlement of this issue, which can only be autonomy, as unique option." 



Mr. Ould Errachid, who Thursday was the guest of the Information Channel Al Jazeera at "Daif Al Mountassaf," program, said the former personal representative of UN Secretary-General for the Sahara, Peter Van Walsum, came to the same belief, stressed in resolution 1813, under which he calls on the parties to show realism in order to reach a final resolution to the conflict. 

It also emphasized the need to take account of the historical conclusions reached by Mr. Van Walsum who has overseen four rounds of negotiations and stressed the need for the Polisario to rule out the option of independence with a view to reaching a consensual appropriate solution, namely autonomy.

CORCAS chairman said that Morocco was behind this negotiation process, in accordance with resolution 1754 of the Security Council, proposing a realistic solution without a “winner or looser". 

The Moroccan proposal is the basis of the new approach of the Security Council and the international community, based on "positive" negotiations advocated by the international community, namely a quick consensus and that satisfies all parties . 

Regarding Polisario allegations claiming that "no State recognizes Morocco's sovereignty over the Sahara," Mr. Ould Errachid has categorically denied them, saying that the majority of countries recognize this sovereignty. "What about states that have frozen their recognition of the so-called SADR?" He asked.

The majority of countries having diplomatic relations with Morocco in the Kingdom expressed their support in international forums and recognized its sovereignty over the Sahara, primarily the Arab countries, he said, noting that all member countries of the Arab League With the exception of Algeria, recognize this sovereignty.

The same is true for the Organization of the Islamic Conference (OIC), 30 African countries and several Asian countries, headed by India, which has recently frozen its recognition of the pseudo SADR, said the CORCAS chairman, stressing that the majority of countries recognize Morocco's sovereignty over the Sahara.

Concerning the role and prerogatives of CORCAS, Mr. Ould Errachid explained that the Council was appointed by His Majesty King Mohammed VI in 2006, to elaborate an autonomy project which was finalized through a process of discussions and visits abroad.  

Before being presented to the international community as a Moroccan initiative, this project was presented to the Supreme who approved it, he said.

CORCAS, which has participated in all four rounds of negotiations, plays a key role as a representative of the peoples of the Southern Provinces, in addition to its actions aimed at defending autonomy in international forums, primarily the Security Council and reconciliation among people of Sahara, both those living in the southern provinces and Tindouf camps by explaining to them the contents of autonomy and calling them to accept it in order to settle this issue.
