Within the mission entrusted to the Royal Consultative Council for Saharan Affairs, aiming at defending territorial integrity and national unity of the Kingdom, and in accordance with the provisions of the Cherifian Decree instituting this Council under the number 10.681, issued on Safar 24, 1427, corresponding to March 25, 2006, the Royal Consultative Council for Saharan Affairs held an extraordinary meeting in Rabat.



Within the mission entrusted to the Royal Consultative Council for Saharan Affairs, aiming at defending territorial integrity and national unity of the Kingdom, and in accordance with the provisions of the Cherifian Decree instituting this Council under the number 10.681, issued on Safar 24, 1427, corresponding to March 25, 2006, the Royal Consultative Council for Saharan Affairs held an extraordinary meeting in Rabat on Monday, April 16, 2007 to study one single and urgent item on the agenda related to the initiative negotiations on the Sahara self rule project, which was presented by the Kingdom of Morocco on the 11th of the current month to the Secretary General of the United Nations to be put forward to the Security Council. At the beginning of this meeting, the Council proudly expressed their full appreciation of the decision of His Majesty King Mohamed VI, may God assist him and bring him victory, to have all his subjects from these regions participate in laying the foundations for the elaboration of the Sahara self rule initiative in which the region’s people manage, politically, economically, socially and culturally their own affairs themselves through elected institutions that are guaranteed by the Constitution.                                                                                     
Following the positive echoes and the good reception of this historical, serious and courageous initiative at the international, national and local levels, by virtue of its being the ideal solution for this protracted conflict,                                                                                    

And considering that this initiative is the only alternative that can be implemented within the framework of international legitimacy of the political solution to put an end to this conflict,    

And on the Council’s conviction that the non implementation of this alternative is only a way of deception and negative escapism which can only worsen the inhuman conditions of those deprived of returning to their mother country, the inhabitants of Tindouf camps,                      

And considering that this initiative is a golden opportunity for the United Nations to solve this issue in a way that is satisfactory to all parties, in a win-win situation, through a political, consensual and lasting solution that guarantees security and peace in the region and helps build the Union of the Arab Maghreb on sound and firm foundations, in accordance with what the region’s peoples aspire to, thereby avoiding Arab and African balkanization and instability,                                                                                                                                     

And after the Council’s confirmation, out of an unshakable conviction and a truthful national spirit, that this initiative is a consecration of the historical ties that have always existed between ancient Sahara tribes and the kings of the Kingdom of Morocco and the glorious Alaouite throne, and out of a renewal of the firm and inviolable allegiance ties,                        

And after the Council’s renewal of its firm subscription to the nation’s sacred, essential and immutable principles, as they are manifested in national unity, territorial integrity and the full respect for the total and non negotiable sovereignty of the Kingdom of Morocco over all its territories, from Tangiers to Lagouira,                                                                                         
            The Council has unequivocally stressed its absolute and unconditional support of the negotiation initiative regarding the Sahara self rule project, as it is the solution that is just, fair and satisfactory to all parties, It, thus, meets the specific needs of the Sahara region and its people, all in accordance with the United Nations’ efforts, international criteria and specificities governing all kinds of self rule as one of the highest forms of self determination of peoples in the world, preserving the respect of the nation’s principle of sovereignty and territorial integrity, as it is stipulated in the United Nations’ charter.                                         
 The Council expressed its continuous mobilization behind His Majesty King Mohamed VI, may God assist him and bring him victory, to defend Morocco’s unity and sovereignty. It has also expressed its firm allegiance to the glorious Alaouite throne. .
