The chairman of the Belgian humanitarian mission concerning the violation of children ‘s rights in Tindouf camps , the Federal member of parliament Denis Ducarne indicated that the testimony that the mission listened to last Saturday, gives it  the desire to be more interested in the children situation.



Mr Ducarne who gave a press conference last Monday  at Rabat with the other members of the mission, made it clear that his team intends to make direct contacts with “ a number of people who are said to be victims of deportation to Cuba by the Polisario”, in order to listen to their testimonies which could confirm  “moving” statements  collected at Laayoune.

He indicated that he will equally go this week (from 9th to 11th of this month) to New York where he will have contacts with Polisario officials to mention these problems, and discuss forms of a possible visit to Tindouf camps.

During his trip to New York, the Belgian Member of Parliament will express himself before the 4th UN commission  in order to require an international inquiry  about this problem and in case of need measures aiming at seeing the international rights of children fully respected.

 In Brussels Mr Ducarne could also have contacts with the Algerian representation at the European community The Belgian humanitarian mission is also considering to visit Cuba to verify testimonies collected concerning deportations towards this country .

 Mr Ducarne indicated that the mission will go back to Morocco, if necessary, and will also have contacts with a number of people who have already presented their requests to Brussels, and possibly to Madrid as well.

This mission, would like to remain neutral, and will listen to all parties, in order to elaborate a balanced report, Mr Ducarne insisted.

“At the present stage, the Belgian humanitarian mission did not come to any conclusion concerning any violations, but we hope to carry on working, and see if we have to wake up Belgium, a non permanent member of the UN security council, to require from the UN to lead an inquiry in connection with what could be these violations” he said. 

 He added that the humanitarian mission intends to contact equally active NGO’s in the field of children rights, and human rights to ask them to lead an inquiry in this matter.

“These things are time consuming; we hope to take necessary time before making any conclusions in connection with violation of children’s rights. Mr Ducarne underlined, who seized the opportunity of his meeting with the press to appeal to the media to get involved in the approach of the mission, and play a role of relay with people who would like to bring testimonies about violations that they may have been subject to, within the framework of deportation to Cuba or problems linked to violations of children’s rights at Tindouf.

The Belgian Member of Parliament specified, that members of the mission will contact the Moroccan media to disclose details in question to the mission, so people who feel like to testimony come to take part, and as to a number of facts, already gathered, could not be presented only as isolated cases.

The other members of the mission have insisted on the neutrality of the mission, its object (children’s rights) and the scientific methodology followed within the framework of this “long term» work, which has an ambition to make sensitive the international and European bodies as to the situation of sahraoui children, and bring the necessary tools to engage inquiries, and take necessary decisions concerning this issue.

In addition to Mr Ducarne, the Belgian delegation is composed of Mrs Gisele Mandila secretary of state of family, and handicaps rights, Mrs Delphine Bourgeois Echevine D’Ixelle, Mr Jean Pierre Malmendier, former member of parliament, and member of the Marc Corinne association(specialised in the rights of children, and the assistance of victims), his eminence Jean Abboud, Mr Gilbert Weizmann, member of the committee of directors of the Israelite community in Belgium, Mrs samira Lahlou manager  in the international league of women rights, and Mrs latifa ait –Baala political adviser with the Belgian federal parliament.
