The Minister of Foreign Affairs and Cooperation, Salaheddine Mezouar said Wednesday that Morocco fulfills its commitments to its partners, but rejects any violation of its sovereignty and interests, while remaining free to diversify its foreign partnerships following the judgment by the Court of Justice of the European Union (EU) on the agricultural agreement between Morocco and EU.


Mezouar, who was speaking at a meeting of the Foreign Affairs Committee at the House of Representatives, said that "the battle is more than ruling by the court of Justice, because it concerns the consequences related to EU foreign politics regarding the Kingdom," stressing that Morocco has assets allowing it to face and win such battles, but will continue to" honor its commitments with the EU, which are consistent with international legitimacy, while following with vigilance the developments in this issue. "


The crisis caused by this ruling is "an opportunity to place relations with the European Union in their proper, clear, strategic, comprehensive and indivisible context," said Mezouar, stressing the need to "respect all bilateral agreements affecting the entire territory of the country, under penalty of flouting the foundations of these relations governed by international law ". 


The Minister considered that, contrary to appearances, the crisis caused by the decision of the EU Court of Justice is indeed "an opportunity for Morocco to respond firmly to the maneuvers of enemies of territorial integrity," stressing that " the Kingdom will not allow the use of this card to undermine its supreme interests. "


Mezouar reminded, in this regard, that the speech by King Mohammed VI on November 6 was clear and decisive regarding the management by the inhabitants of the southern provinces of their wealth and their right to benefit through the integrated development model and the involvement of elected representatives in the development process of these provinces.


The minister said he had informed the High Representative of the Union for Foreign Affairs and Security Policy, Federica Mogherini, at a meeting in Rome, and in the framework of the EU-Morocco Association Council in Brussels , the position the Kingdom as to how this case was carried out politically, and its consequences on bilateral relations, as well as the obvious legal flaws that against the Treaty on EU, which provides that the court cannot adjudicate on the agreements linking the Union to its partners on foreign policy.


Mezouar said, in this context, he asked the European side to demonstrate clarity and commitment in the management of this problem, noting that if the legal guarantees are lacking in respect of bilateral agreements, Morocco cannot continue to act in the same logic, and that his department is closely monitoring this issue closely with the legislative institution to take the necessary decisions.


Mezouar concluded that despite the assurances made by the 28 EU states, which have unanimously approved the decision to appeal the judgment, and stressed the legality of agreements between the Union and Morocco , vigilance and prudence remain up through the involvement of all segments of society, especially the elite of the southern provinces, parliamentarians, civil society and government, to defend the supreme interests of the Kingdom.
