The Canario-Saharan Forum, an association based in Las Palmas and brings together citizens of the Moroccan Sahara and Canary Islands, denounced on Monday embezzlement by leaders of Polisario and Algeria of humanitarian aid to populations in camps Tindouf (southern Algeria).


In a statement to MAP, the Forum claims to have denounced in the past embezzlement of international humanitarian aid to populations in these camps by leaders of Polisario and Algeria.  

The Forum said that this embezzlement was unveiled in a report of the European fight against fraud Office (OLAF), based on a survey launched in 2003 but was not published until recently, lamenting the fact that the European Commissioner in charge of Budget, Kirstalina Georgieva, did not consider it necessary to suspend humanitarian aid.

Based on exaggerated estimates of the number of people living in these camps, the European Commission has offered since 1975, € 105 million in the form of food, which have been systematically diverted by officials of the Polisario in neighboring markets, observes the Forum, noting that the OLAF report includes maps showing the geographical extension of these diversions.

Citing OLAF, the Canario-Saharan Forum notes that one of the main reasons that facilitate the embezzlement of humanitarian aid is the overestimation of the number of populations, which explains the refusal of the Algerian authorities to conduct a census in Tindouf camps.

The release notes in this regard that several NGOs, such as the Dutch association 'Lumiere', asked the Spanish public prosecutor to open an investigation into the funds embezzled by the Polisario leadership.

The OLAF report revealed that Algeria and Polisario carry for years diversion of international humanitarian assistance to populations sequestered in Tindouf camps. International humanitarian assistance is diverted in a "organized manner '' for several years, the report said, citing the names of suspected organizers of such large-scale embezzlement from the Algerian port of Oran .
