Respecting human rights in the southern provinces is a matter of sovereignty, which is handled within the State’s institutions

The Royal Advisory Council for Saharan Affairs considers that the claim made by Polisario to expand MINURSO powers to monitor human rights in the southern provinces is irrelevant.


Corcas indicates that the Kingdom of Morocco considers that it is a "question of sovereignty " which is ensured by its institutions acting in the field of human rights and ensuring the protection and respect of human rights in the Sahara region .

Moulay Ahmed Mghizlat , Corcas representative said at a press conference in Geneva to the news agency " EFE " , March 26 , on the sidelines of his participation in the Moroccan delegation to the 25th session Council of human Rights , that the Corcas is opposed to the extension of MINURSO powers in the Sahara region, on the basis of the obligation of this mission to respect the mandate that is at the origin of its implementation .

Mr. Mghizlat explained that MINURSO mandate "was established at the time of its creation for two tasks: identifying Saharawi citizens and monitoring ceasefire " and " there is no reason to expand the jurisdiction. "

For her part, the other Corcas representative, Saadani Maouelainine , said that Morocco has the National Council of Human Rights , which oversees through its three branches in the Sahara region , in the provinces of Laayoune , Dakhla and Smara Guelimim , monitoring human rights, which means that it "has no need for an additional institution to ensure that mission " in the Sahara region .

Saadani Maouelainine added, in statements reported by Spanish media , that the Sahara region has " more than 30 people whose sole mission is to guarantee human rights. They visit prisons investigate complaints and make suggestions to improve respect for human rights. "


On other aspects of the debate on extending the MINURSO powers, she insists it is " a question of sovereignty ," adding that " this discussion would be over when we accept a solution based on autonomy in the region . "
