Corcas warns against the consequences of blocking by Algeria of political solutions in the Sahara

The Royal Advisory Council for Saharan Affairs warned, at the regional seminar of the third international decade of decolonization, which took place in Quito, the capital of Ecuador from May 30 to June 1, 2012, against the maintenance of Algeria's attitude that " impedes all attempts to political solution to the Sahara", drawing attention to the "growing threat of instability in the Maghreb and Mediterranean region ".



Mr. Kheddad El Mousaoui, Corcas Vice  President, representing the Council in the Moroccan delegation at this meeting entitled "Ground Realities and Prospects", said "the situation only increases the suffering of our brothers in Tindouf (southern Algeria), and give birth to a generation of desperate people in the region (southern Algeria and northern Mauritania and Mali), which leads to the following consequences : proliferation of terrorism, such as the establishment of the Organization of Al Qaeda in the Islamic Maghreb who kidnapped many people throughout the region, trafficking in drugs, people, cigarettes and weapons (especially after the fall of the Gaddafi regime. "

The Corcas Vice President highlighted in his address to the participants, the historical framework of the Sahara conflict, from the early stages of the decolonization of Morocco, refuting the thesis of the separatists who claim that the current conflict on the Sahara is a decolonization issue. Morocco recovered its southern provinces in 1975, according to a known process, which is characterized by the fact that Morocco took over its territories occupied by French colonialism, Spanish (north, south and center) and international (Tangier), through incomplete steps, until today, waiting the recovery of the two occupied cities Ceuta and Melilla.

Mr. Moussaoui mentioned the story of the creation of the Polisario and Algeria's role in the manipulation of young Moroccans to diffuse separatist tendencies, its support by weapons, diplomatic and financial cover as well as its  hosting on its territory of a dummy state, not recognized by the international community, in the camps of Tindouf in southwest Algeria, claiming an illegitimate representativeness of Sahrawis, the vast majority of whom live in the territory of their mother homeland.

To link the past and the present conflict, the Corcas Vice President presents the reasons for the failure of attempts to resolve the conflict under the aegis of the United Nations since the 90s until today.

He stresses how Morocco saved the frozen situation, by proposing in 2006 a political advanced and courageous solution: autonomy.

In this regard, Mr. Moussaoui emphasized Corcas contribution to the formulation of the autonomy initiative, which was widely welcomed by the international community, adopted after the resumption of the negotiation process .

Mr. Moussaoui said that the Council's contribution to the preparation of the initiative happened because Corcas represents all tribal components, political, social, cultural and economic sensitivities in the southern provinces.

He said: "the Polisario Front claims it wants self-determination, however, it announced its republic on the Algerian territory without considering the opinion of the majority of Sahrawis who live in the former Spanish colony and are widely represented in the Royal Advisory Council for Saharan Affairs ".

It is worth mentioning that the General Assembly of the United Nations stated in December 2010, the 2011-2020 period as the third decade of decolonization. This process began in 1990 when the General Assembly declared the years 1990-2000, as the 1st decade of decolonization and adopted an action program. In 2001, the second decade of decolonization was launched.
