Corcas welcomes the introduction of advanced regionalization in the new constitution allowing the inhabitants of the Sahara region to manage their affairs

The Royal Advisory Council for Saharan Affairs participated within the Moroccan official delegation in the mechanism to present national reports on the situation of human rights, under the Human Rights Council (HRC), which took place between May 21 and June 4, 2012, in Geneva.




The Moroccan delegation headed by Minister of justice and freedoms, was composed in addition addition to Corcas representative of the Ministerial Delegate for Human Rights and representatives of the Head of Government, various ministries and national institutions.

Morocco has presented its national report, May 22, within the works of the second regular session of periodic presentation, for the holding of the 13th session of the working group in charge of the overall periodic presentation. Morocco has prepared its report with broad participation, which was conducted through meetings and conferences at national and regional levels, to which all parties concerned participated, including the Royal Advisory Council for Saharan Affairs, which participated in preparing the periodic report and its presentation for the second time after 2008.

Corcas was represented by Mr. Moulay Ahmed Mghizlat, whose contribution focused on the Sahara region, including the establishment of the advanced regionalization through "the introduction by the new Constitution of the principle of advanced regionalization starting by the southern provinces, as a framework that allows local residents to manage their business and strengthen local democracy, as a preparatory to the system of autonomy presented as a political solution to the Sahara conflict. "

Corcas received in September 2011, the expert in charge of cultural rights, who visited Morocco in the context of the commitment of the Kingdom in favor of cooperation with the UN system of human rights and its openness to these mechanisms, particularly the Human Rights Council. The UN expert's visit comes closely to assess compliance of the Kingdom with cultural rights of Moroccan society components, headed by the Saharan and Hassani culture component.

After the adoption of Morocco’s report May 25, 2012 at the 13th session of the periodic reporting mechanism, the Moroccan delegation noted its satisfaction with most of the recommendations made during the discussion of the report. The Delegation reiterated the Kingdom’s commitment to support the mechanism of periodic presentations and continue working with the mechanism and the rest of the system mechanisms of the UN human rights.

The Ministerial Delegate for Human Rights, Mr. Mahjoub El Haiba, noted in his closing speech, before the participants that "most of the recommendations are consistent with the choice of the Kingdom", adding that " our acceptance of 96 percent of them (recommendations) is further evidence of compliance of the Kingdom’s position with its voluntary irreversible choice in the field of human rights, with an unshakable confidence in its reform process, in total agreement with the guidelines of the international community, particularly the UN system of human rights ".

Morocco has renewed its commitment to:

-Act for the implementation of recommendations accepted by Morocco, in accordance with a broad participatory approach, to which all parties concerned contribute, with the cooperation and partnership of the UN mechanisms and institutions, particularly the High Commissioner for Human Rights, with the same spirit that prevailed during the process of preparing the national report.

-To present a progress report on the process of recommendations implementation as part of the continued interaction with the mechanism of periodic comprehensive presentation and other UN mechanisms.

-Strengthen the cooperative spirit of the mechanism of periodic comprehensive presentation, through the sharing of good practice in monitoring the implementation of the recommendations, in cooperation with UN mechanisms and regional systems of human rights.
