Participants in a meeting organized on Thursday by  the UN  Human rights council ,where the  royal consultative council for Saharan affairs was represented by Mr. Ahmed M’ghizlat have considered that the autonomy project offers a fitting solution to solve the Sahara dispute, and put an end to the human tragedy, and the refusal of the rights of populations sequestered in Tindouf camps



During this meeting, which took place at the UN palace under the theme  of “ the human dimension in the resolution of conflicts”  interveners have mentioned the inhuman conditions which  prevailed  in Tindouf camps over the last 30 years.

They have stigmatized, in addition to deplorable social conditions, the deterioration of human rights in Tindouf camps where the populations are deprived of the basic rights, particularly women and children who bear the separation because of Polisario’s practices.
 
These populations are also deprived of freedom of expression, have added the interveners, denouncing the young sahraoui’s frustrations, who are inspired by the Arab autumn, and cannot expressed their political ideas, or at least their social grievances. They have also mentioned the treatment of which Mustapha salama ould sidi Mouloud is receiving from Polisario, because of his displayed adhesion to the autonomy proposal
 
Interveners have attributed the responsibility of this situation to Algeria, being the country which receives the sequestered populations, cannot hide its duty to protect them. They are considered as illegal, because Algiers gives this responsibility to a separatist movement which acts severely in its territory. Algeria assumes the entire responsibility of the tragedy taken place in Tindouf camps, and consequently has the obligation and the responsibility to make sure that human rights principles is respected.
 
Interveners have later on developed the autonomy project proposed by Morocco, to put an end to the Sahara conflict, seen as the only proposal on the table before the uncompromising of the Polisario which cleave to unrealistic theses.  Autonomy constitutes a solution to the Moroccan Sahara affair, and a guarantee to consolidate modern and democratic Morocco where its populations will be able to live with dignity, and enjoy their political and social rights, they have asserted.
 
They have added that the human dimension in the autonomy initiative concerning the southern provinces, is basically manifested, in addition to the fact that it put an end to the human tragedy in the Polisario camps, in the participation approach practiced by the state of Morocco while elaborating this project .
 
Interveners have equally condemned the diversion of Humanitarian aids indented to the populations of these camps, and instead of minimizing their sufferings, they are sold off in the local markets, in Algeria and Mauritania by the Polisario militia.

In addition the representative of Corcas, a number of interveners have participated in this meeting organized by the international agency for development , Dr Lahcen haddad , academic , Mrs. Mroue  Rowaida , chairwoman of the international network of support of the autonomy project , Mr. Maurice Katala , president of the international action for peace and development in the region of Grands lacs-AIPD, and Mr hamdi Cherifi , of the NGO “ ALintimae for the development and human rights and cohabitation “in Laayoune

The Human dimension in the conflicts’ resolution
Example: the Sahara autonomy


According to the glossary of political expressions, autonomy is the techniques of an
administration organization of a number of territories made of proper political institutions to these territories, while maintaining the trusteeship powers by the state authority.
 Autonomy is also used of a territory, a community which rules itself freely, using its own laws, inside a larger organization led by a central power, or according  to some particular rules( larousse 1990).

Autonomy appears to be then, as an extreme form of decentralization
 In Morocco, after big efforts made for the resolution of the conflict between Morocco and the Polisaro front about the Sahara issue, the idea of autonomy came out. It came to crown in a positive way an entire external and internal dialogue process, which aims to the integration of the Sahara into Morocco by means of a large autonomy.
 
Autonomy constitutes a solution to the Sahara issue and a grantee to the strengthening of democratic and modern Morocco, under the lighted leadership of His majesty King Mohamed VI
 
The human dimension of the autonomy initiative concerning the southern provinces is basically demonstrated in the elaboration of the autonomy project and this starting by two democratic mechanisms.

On one hand by means of the sahraoui populations’ participation through their representative institutions, the Royal council for Saharan affairs. The most important political action done by the council, in addition to the promotion of our national cause and its defense abroad, while neutralizing the misinformation practiced by the opponents of our territorial integrity . This action is the efficient participation to the making of the autonomy project.

We have devoted according to the high royal directives some extraordinary sessions starting from May 2006, until December 2006. During this period, all the inhabitants of  Sahara  region could imagine  the autonomy ,which  was the subject of a substantial and general discussion. They have presented freely, and in a democratic and transparency their proposals, points of views and their statute concept that the Sahara should have within a unified Kingdom of Morocco.

A project was conceived, guaranteeing to the inhabitants of the Sahara to run their own affairs, and preserve their political, economic and cultural rights. The project was born as a result of a  large and serious discussion as well as an entire freedom never took place before
In addition, members of the council who represent the rights of the sahraoui society in its overall components have presented their concepts and proposals expressing their pride for the political vested rights materialized by his majesty the king, for the first time.
 
This democratic mechanism not only has allowed the constitution of political, legislative and judicial institutions but it has allowed also that this project would be a final solution to this conflict that lasted too long, and which led to a human tragedy as well as conditions of life in the Tindouf camps causing the family division. And also to serve the interests of the Arab Maghreb and strengthen peace and stability in the Mediterranean region.

The present circumstances require the establishment of an integrated Arab Maghreb, stable and open to its environment which has also to lay an important role in the instauration of peace and security, and promote the cooperation and partnership between the two banks of the Mediterranean, and the contribution in the efforts aiming at the achievement of the African integrity.
 
The Moroccan state has consented the important efforts in order to strengthen the human rights situation including the right of development

 Morocco has achieved in this field since its independence and particularly since the recovery of the sahraoui provinces a number of vested interests, of which we have to be proud, especially concerning our sahroui identity that we value
 
It is notable that the autonomy of the Sahara will allow the access to the basic infrastructures ‘services which provide considerable interest as to the improvement of the life conditions of citizens.

This improvement favorably contributes to the community mobility and to the public management

The citizen who does not have access to the minimum services is uninterested by the local management. In this respect, the good governance should adopt services required by the society in its different components
 
Aware of the necessity to make the public services available to the inhabitants of the Sahara. Morocco commits itself through the autonomy project to achieve this aim. Guaranteeing to all sahraouis inside or outside their place without any discrimination or exclusion in the institutions of the region, Morocco is building the basis of good social gouvenancein the respect of principles and democratic procedures, populations of the autonomous region, acting through legislative, executive and judicial organs within the territorial limits of the region, competence particularly in the following fields:

Infrastructures: water, hydraulic installations, electricity, public works and transport
Social: habitat, education, health, employment sports security and social protection
The regional autonomy opts for a multidimensional of human social development. Citizens of the autonomous region will have all the opportunities to have access to the services and basic infrastructures without any exclusion or discrimination.
 
In this context, it is a matter of maintaining the social function of public services which have to cover all fields: health education, furniture of basic services in the entire regional territory. This function ensures a service which guarantees a fair distribution of resources between social groups and particularly the poorest

In the meantime good governance is not a synonym of the existence of services and basic infrastructures, but it should also provide quality and durability in order to meet citizens’ needs
 The Moroccan initiative means a durable human development without any social inclusion which remains a major social question.  We also conceive this inclusion without having access to services and basic infrastructure.
 
The social inclusion is indissociable from options linked to the local democracy. It is in this sense that the project foresees Morocco’s commitment to build a modern and democratic society, based on the law of the state individual freedoms and social and economic development

In the same analytical order, the Moroccan initiative is seen within the framework of the Moroccan commitment to refer to foreign experiences and to the international norms including those related to the governance
