The United Nations Security Council extended, on Wednesday, for another year the mandate of the MINURSO and urged, for the first time, Algeria to allow the High Commissioner for Refugees (UNHCR) conduct a population census in the Tindouf camps (Algeria's south-west).



     In a unanimously adopted resolution, the Council also reaffirmed the outstanding, validity and credibility of the Moroccan autonomy proposal, presented on April 11, 2007 to the UN Secretary General, and welcomed Morocco's serious and credible efforts to move forward towards a settlement.

    The Security Council also recalls that it endorsed the recommendation in the report of 14 April, 2008 by the Secretary-General, which said that it is essential for the parties to show realism and a spirit of compromise to move forward in negotiations.

    Taking note of the four rounds of negotiations, held under the auspices of the Secretary General, and the ongoing informal talks in Manhasset (USA) and Mellieha (Malta) and commending the progress made by the parties to enter into direct negotiations, the Council also welcomes the agreement of the parties to explore innovative approaches and topics of discussion.

    Under the resolution adopted on Wednesday, the Council calls on the parties “to continue to show political will and work in an atmosphere propitious for dialogue in order to enter into a more intensive and substantive phase of negotiations” and ensure the implementation of its resolutions 1754 (2007), 1783 (2007), 1813 (2008), 1871 (2009) and 1920 (2010) and the success of the negotiations, by giving a particular attention to the ideas of the latest UNSG’s report notably the notions of representation and good governance.  

    The same ideas are included among the “innovative” propositions presented by the Moroccan delegation during the last rounds of informal talks to advance the process.

   The resolution also urges the parties to cooperate with the UN and strengthen their commitment to achieve progress towards a political solution.

   In this sense, the Council reaffirmed its full support to the commitment made by the Secretary General and his Personal Envoy to work towards a solution to the Sahara issue and welcomed the intensification of the pace meetings and contacts.

   It also called on the parties to continue negotiations under the auspices of the Secretary-General, taking into account the efforts made since 2006 in order to find a just, lasting and mutually acceptable political solution of the conflict.
