The last report of the Secretary-General of the United Nations on the Sahara highlighted last week  Morocco's efforts to strengthen the institutional framework in promoting and protecting human rights, without referring to the" expansion of the MINURSO mission ", or any "control mechanism" of human rights in the Sahara .

 



 The report highlighted the speech of His Majesty King Mohammed VI on last March the ninth, in which he declared the Constitution’s revision, stressing on Regionalization project, which will beneficial in the first place to the Moroccan Sahara, referring to the importance of the process of promoting human rights and expanding the scope of individual and collective freedoms within reform series announced by His Majesty the King. 

The report stresses royal speeches of 30 July 2010, and the speech marking the 35th anniversary of the Green March where His Majesty the King highlighted the relevance and benefits of autonomy and an made an appeal in order to facilitate the return of the residents of the Tindouf camps. It reiterates the appeal made in 2010 by the Secretary-General of the United Nations on the need to conduct a census of the population of the Tindouf camps. In this regard, the UN Secretary General said that the United Nations High Commissioner for Refugees will continue in the framework of its mandate and in line with its practice, talks with Algeria, the host country, in order to conduct the census.

The report stresses the continued efforts by Morocco in order to strengthen the institutional framework to promote and protect human rights, particularly through the creation of the National Council for Human Rights, the Mediator Institution, and the Ministry Delegation of Human Rights, as bodies having full ability to interact fully with the international institutions of human rights.

The report, which dedicated 21 paragraphs to the activities of the Personal Envoy raised the commitment of the Kingdom to continue its cooperation with UN bodies of human rights. The report advanced the Moroccan version of Gdem Izik events, especially the content of the report of the parliamentary inquiry commission. Three paragraphs have been dedicated to the conclusions of the abovementioned Commission.

The report confirmed the official toll provided by the Moroccan authorities about victims of Gdem Izik events (11 victims from the security forces) and strongly denied the thesis of "genocide" and false figures submitted by Algeria and Polisario. It also stressed that Morocco has posted a 14 minute video covering the dismantling of the camp and following events in Laayoune.

The report pointed out that the Moroccan authorities allowed national and international non-governmental human rights organizations to visit after the dismantling of the camp. The report mentioned the arrest by Polisario of Ould Salam, who expressed his support for the Moroccan autonomy proposal.
