Mr. Ahmed M’Ghizlat, member of the Royal Advisory Council for Saharan Affairs (CORCAS) denounced before the UN Human Rights Council, the exploitation  of the principle of self-determination to undermine territorial integrity of Morocco.



Speaking Tuesday at the Council’s plenary session, with the framework of the follow-up of the Vienna program action, CORCAS representative noted that the Vienna Declaration states that the right to self-determination cannot be construed as authorizing or encouraging any action would dismember or damage the territorial integrity or political unity of sovereign and independent States.  

He noted with satisfaction that the international community is now convinced that this principle has been distorted and exploited in the service of ideological considerations. Worse, the speaker said, some States use separatist groups, in the context of war conventional scenarios of by proxy to undermine the territorial integrity.

Mr. M'Ghizlat also denounced the deprivation of the population in the Tindouf camps of the right to development. 

The Vienna Action Program reaffirms the right to development is an inalienable human right and an integral part of fundamental rights of human beings. It is stipulated that every individual is the central subject of development, but unfortunately the population in the Polisario camps in Tindouf does not have access to this right," said Mr. M'Ghizlat.

The speaker noted that this population is sequestered against its will on the territory of a signatory of the Declaration, noting that all barriers prevent them to accede to this right must be eliminated.

It is also necessary, he said, to allow this population enjoy one of the most fundamental rights, ie the return to the motherland, Morocco to participate and benefit of human development. 

He said that all States are required, as stipulated in the Universal Declaration of Human Rights and the International Covenant on Economic, Social and Cultural Rights, to ensure that the right to development is provided to strengthen respect for human rights and fundamental freedoms.

CORCAS representative added in this connection, that Morocco, through institutions and initiatives dedicated to development, including the National Initiative for Human Development, the establishment of Regional Development Agencies as well as setting up CORCAS, has implemented a policy based on the development of all sectors: housing, health, education, training, transport and communication ...  

He deplored the fact that part of the Moroccan population, sequestered in the Polisario camps in Tindouf, is still denied these rights.
