Mr. Diallo said to the press after the meeting that members of the delegation were briefed on the functions of the CORCAS and its role in promoting the autonomy initiative in the Southern Provinces.

He stressed that this project is a historical reference and ideal to resolve conclusively the Sahara issue, as it opens up broad prospects for local governance.

"The autonomy plan is an enlightened proposal that is the only way for the final settlement of the Sahara issue. This is a new way for local governance," said Mr. Diallo at the end of another conversation he had with Secretary of State to the Minister of Foreign Affairs and Cooperation, Ms. Latifa Akharbach.

The autonomy project for the southern provinces, presented by the Kingdom, is the only way for the final settlement of the Sahara issue, "said Babacar Diallo.

Created in December 1998, the Center for Strategic and Diplomatic Studies in Dakar is a branch of the institution of the same name, based in Paris since 1986.

Its mission is to meet the needs of development and updating of knowledge of diplomats, senior officers and senior civil service officials.

Statement:

Being briefed on the issue, we are sure that the autonomy proposal offered by King Mohammed VI, is not only a historical frame of reference for final solution to the conflict, but also opens broad prospects for management and local governance.

We believe that the implementation of this project will allow African countries to resolve the management problems of authority.
