Algeria had breached its international obligations towards the detained population in Tindouf Camps 

  Mr. Ibrahim Bilali, member of the Royal Advisory Council for Saharan Affairs said on Friday, October 6, 2006 at the United Nations in New York, that Algeria had breached its international obligations towards the population in camps of Tindouf, southern Algeria.


He pointed out that under international law and the principles of territorial sovereignty as a reception country, it bears major responsibility with regard to the fate of the population who live on its soil and exposed to human rights abuses by Polisario.

    He pointed out that all international organizations including the Security Council and the Secretary-General of the United Nations, are convinced of the need for direct negotiations between the "parties to the conflict to find a political solution to this conflict and put an end to the suffering of the people that have been detained for thirty years by Polisario in the Tindouf camps."

    According to the founding member of the Association of parents and relatives of victims of repression in the Tindouf camps, while waiting for "a compromise and final settlement to this dispute, it is necessary not to link the political side of this conflict with the humanitarian aspect." Mr. Bilali said" The people of the Tindouf camps, on whom the status of "Refugees " was imposed, have become hostages" that have been turned into "instruments of blackmail for the misappropriation of aid that has been converted by Polisario leaders for personal purposes."

    After denouncing the presence of armed elements in for so-called refugee camps, as well as the distribution of those in camps dispersed by hundreds of Kms, he bitterly noted that "the testimonies and reports of non-governmental organizations have a lot of evidence on violations of human rights in these camps, and their detention against their will have affected circumstances of their lives, and brought about unprecedented humanitarian disaster. "

    He expressed regret for this situation as "the population are prevented from exercising their fundamental rights" as "the 30 years old Polisario leadership," holds on to power at all costs by supporting "the Algerian confidential interests." He explained that this situation can only generate violence and tragedies, and that "the camps of Tindouf, witnesses since the end of the month of May uprisings by the inhabitants against Polisario leaders," that they ended with violence.

    The Deputy Chairman of the Association of Sahrawi Parents and Relatives of the victims of repression in the Tindouf camps said that "this disturbing situation, which continues to worsen, requires an intervention from governmental bodies and international organizations to condemn the actions of the Polisario and ensure the protection of the camps population in accordance with international humanitarian law." According to Mr. Billali, "the UN High Commissioner for Refugees is called to assume full responsibility, through its physical presence in the camps so as to ensure better conditions of the population enabling them the right of return."
