The chairman of the Royal Advisory Council for Saharan Affairs (CORCAS), Mr. Khalli Henna Ould Errachid said on Tuesday that parties within Polisario have reached a level of maturity and will work for the adoption of autonomy proposed by Morocco, as requested by the majority of Sahrawis. In a statement to the MAP on the sidelines of the CORCAS second regular session in Smara, Mr. Ould Errachid said that participants in the Gjijimat Congress near Tifarity, including some people who now belong to Polisario Front, called for adherence to the autonomy initiative. 



Saharawis, whether in the southern provinces or in the Tindouf camps, consider autonomy as an honorable compromise solution that guarantees them political rights and allows them manage their own affairs in all fields.

This initiative has had positive feedback from Saharan communities established in Spain and Mauritania as well as those who grow weary of the persistence of this conflict, he said, considering that it is time that the initiative is accepted by the other party to put an end to this dispute thus satisfy all parties.

The CORCAS chairman said he was confident about the acceptance by Sahrawis of autonomy which is "a constitutional and political revolution and a great work" undertaken by Morocco to settle the Sahara issue in the context of a new approach, both political and human in order to end the harm and injustice that Saharawis suffered from in the past. 

He also described as "rotten" the current Polisario leadership, which has remained the same for more than thirty years, calling it to be pragmatic, opt for peace and carry out negotiations without further delay on the basis of the proposed autonomy. 

This dispute can only be resolved under Moroccan sovereignty on Saharan provinces and territorial integrity of the kingdom, he said, affirming that apart from these two principles, everything can be negotiated.

Mr. Ould Errachid said that the next round of negotiations on the Sahara will be held in a different environment, as it will take place after Gjijimat uprising and the refusal of the inhabitants of the Tindouf camps to wait further for fear that this situation will have bad consequences on peace in the region. 

Mr. Ould Errachid expressed the hope that the results of the second regular session of CORCAS, held on the eve of the third round of negotiations in Manhasset, would have have a favorable echo on all Saharawis.

Concerning issues relating to the development of the southern provinces, treated at the session, Mr. Ould Errachid said that the Council has discussed with the Ministry of Equipment and Transport and the Director General of Royal Air Maroc the means to overcome, as soon as possible, the lack of airline transportation so that the cities of southern provinces will be better served.

It was decided, he said, to strengthen the road network so as to cover all regions including border crossing points with Algeria and between Morocco and Mauritania. The road network in the southern provinces will be consolidated including the main highway that connects Agadir and Karkarat, he added.

The interest given to the transport sector and the road network is likely to further promote investment opportunities by facilitating the movement of goods and people, pointed out the CORCAS chief.

In addition, several CORCAS members unanimously stressed the importance of the second regular session of the Council in view of its timing and topics discussed. 

In statements to the MAP, they expressed the wish to see this session, which combines development and union aspects, provide an opportunity to the other party for a return to reason to end the artificial conflict of the Sahara and hence dedicate itself to development and spare the region all forms of terrorism and separatism.

The second regular session of the Council led to significant results that will contribute to the consolidation of unity by highlighting the autonomy as an appropriate and relevant initiative to foster reconciliation and by working for the collective return of Sahrawi populations from the Tindouf camps.

CORCAS members indicated that the work of the current session discussed the latest developments in the Sahara issue, either through  support and solidarity with the Saharawi people at the Gjijimet congress or through calls for Polisario leadership to encourage it to move away from single and despotic thought and adopt reconciliation and unity.
