The adoption of this statement follows Köhler's briefing at the Security Council, on 29 January 2019, on the latest developments in the political process under the exclusive auspices of the United Nations, notably the holding of the Geneva round-table meeting on 5th and 6th December 2018.
The members of the United Nations Executive Body underlined that resolution 2440, adopted by the Security Council on 31 October, constitutes the basis of the political process under way.
Resolution 2440 specified the parameters of the solution as being "political, realistic, pragmatic, sustainable, and based on compromise".
Being fully convinced that the Moroccan Autonomy Initiative meets perfectly these parameters, the Security Council had, in this same resolution, reaffirmed the pre-eminence of this Initiative which constitutes a serious and credible effort by Morocco to put an end to this regional dispute.
In addition, the Security Council had noted Algeria's role as a fully concerned party in this political process, welcoming the participation of this country, along with Morocco, Mauritania and the polisario in the round-table meeting of Geneva.
The fifteen member states also took note of the commitment of Morocco, Algeria, Mauritania and the polisario to take part in the second round-table event during the first quarter of 2019 and supported their constructive commitment, under way, to the Personal Envoy, thus reinforcing the format of the first Geneva round-table meeting as a basis for the upcoming meetings within the framework of the political process.
Resolution 2440 had, for the first time, invited Algeria to shoulder its responsibilities by citing it, by name, as a concerned party in the political process until its completion.
In this resolution, the Security Council, which "noted that the invitations to a first round-table meeting in Geneva on 5 and 6 December 2018 were sent on 28 September 2018, welcomed the fact that Morocco, the polisario front, Algeria and Mauritania had a favorable response, and encouraged them to work constructively with the Personal Envoy, in a spirit of compromise, throughout the process to ensure its success."
The Security Council fully justified the continuous and incessant request of Morocco concerning the full participation of Algeria. The contribution of Algeria, which must shoulder its responsibilities in the Moroccan Sahara issue, is imperative for the success of any political process.
By reaffirming the provisions of its resolution 2440, the Security Council strongly reiterated its demand that the "polisario" does return to the Guergarate buffer zone and stops its destabilizing actions east of the defense structure in the Moroccan Sahara.
These violations by the "Polisario" seriously jeopardize the efforts by the UN Secretary-General and his Personal Envoy to revive the political process.
Morocco has repeatedly asked the Security Council and the Secretary General about the recurrent and reprehensible violations by the "Polisario" of the provisions of Security Council Resolutions 2414 and 2440, the cease-fire and the military agreements as well.
