Khalihenna: Sahara dispute mortgages the future of the Arab Maghreb

Mr. Khalihenna Ould Errachid , President of the Royal Advisory Council for Saharan Affairs held a press conference in Madrid in the framework of the visit by a delegation of the Council to Spain in order to give definition of the Moroccan proposal to grant enlarged autonomy to the Sahara region.


The Polisario Front and its Secretary-General Mohamed Abdelaziz should recognize that the Sahara Republic "is a mirage that does not exist", said the chairman of the newly appointed Royal Advisory Council for Saharan Affairs, quoted by Spanish news agency, Associated Press

Ould Errachid said he was ready to discuss autonomy in the Sahara, under Moroccan sovereignty with Polisario Secretary-General, Mohamed Abdelaziz, Polisario, but accused the Front of being "very dogmatic and rejects dialogue," adding that the refusal of dialogue is "unacceptable in a democracy" .

  In addition, the Council’s chairman said he sent a message to all Sahrawi organizations that support Polisario throughout the world, and his aim is to meet with them for a "civilized" dialogue but he confirmed that he had not yet received any reply from them.

  Ould Errachid criticized the fact that associations backing Saharawi people focus their attention only on refugees in Tindouf (Algeria), who "represent a third of the Saharan population," saying: "We are also Sahrawis," and urged those associations " to take care of us, if indeed they to help "

  On the other hand, the chairman of the Council, a body created by Mohammed VI, consisting of Sahrawis, denied that the U.S. State Department rejected a petition made by the Council to receive him, because "we did not ask to go to the United States." By contrast, he stressed that he would ask the Moroccan monarch for a dialogue with Algerian President, Abdelaziz Bouteflika.

  Ould Errachid said that the failure of the application of self-determination referendum in the Sahara was due to the fact that the Saharans "do not only live over the territory which was subject to Spanish colonization ," but they are "distributed in four countries: Mali, Mauritania, Algeria and Morocco."

 
He added that " borders were made by the French and Spanish inside office," and this is why " we can not hold a referendum to determine identity," because "it is clear that the United Nations will not deliberately change the borders of four states to conduct the referendum." He concluded that the referendum is not technically feasible."
 
In this way, Ould Errachid came to the conclusion that the only possible solution is autonomy under Moroccan sovereignty, a project which is being prepared although it is still "too early" to talk about the details.

  In addition, Ould Errachid said it is likely to submit autonomy to the United Nations before the month of October, adding that one of the reasons for the existence of the Council in Spain is to examine the Spanish model of self-government.

In response to a question by "El Pais" newspaper, Ould Errachid said that the Sahara conflict mortgages the future of the Maghreb and lasts the crisis of Saharans who are living on Algerian soil.

Ould Errachid added that autonomy will not be useful only to Sahrawis, but to the region of all the African continent
