Morocco wants to put an end to an open conflict that has lasted for 31 years. Accordingly, it has elaborated an autonomy project that the Royal Advisory Council for Saharan affairs, headed by a Moroccan born in Laayoune, came last week to present in Spain.

El -Correo de Andalucía: Spain gave up the Sahara for 31 years now, do you think that there is still “moral responsibility” as requested by Polisario?

KOE: Spain has no debt towards Sahrawis, they should feel no moral responsibility whatsoever about whether they let them down or not. The Saharan conflict does not concern Spain.

El -Correo de Andalucía: anyway, don’t you think that things could have been done differently?

KOE: No history does not change

El -Correo de Andalucía: which associations and people in general offer services to Sahrawis?
KOE: I am a genuine Sagrawi from Laayoune. Few days ago, I sent a letter to these associations thanking them for their help and proposing them the Moroccan autonomy project… I have received no echoes.. Polisario spent a lot of time working with them. A day will come when they will realize that there is another Sahara and bigger representation. There is no other way apart from autonomy and separation will never happen…

El -Correo de Andalucía: presenting autonomy, is it one of corcas missions?
KOE: the King created Corcas on March 25, and presented it to Sahrawis during his visit to Laayoune. One of Corcas main missions is to prepare necessary psychological, economic, social and political conditions for autonomy.

El -Correo de Andalucía: how will you deal with the people who don’t want to accept Moroccan sovereignty?

 KOE: they will. When they will see that autonomy respects their dignity and recognizes their political rights and leaders, respects their culture and political affairs and gathers them all including Polisario.

El -Correo de Andalucía: what about resisting Moroccan sovereignty…

KOE: Polisario is a political-military dogmatic movement which does not believe in democracy and diversity. It has not changed since 1976 but has to develop and accept the project thus putting and end to the refugees sufferings because it is not human.

El -Correo de Andalucía: are not you considering the referendum they are asking for?
KOE: technically and politically, referendum is not possible. Sahrawis do not exist on the former Spanish soil only. Borders were made by the Spanish and French colonial forces. Therefore, we cannot carry out a referendum for identification simply because the UN will not change the borders of four countries so as to make a fair, free and transparent referendum. This is impossible.

KOE: Mohammed VI has accepted all Sahrawi demands, the core of the conflict…

El -Correo de Andalucía: like the liberation of political detainees?
KOE: Exactly, the King wants to turn the page, put an end to this conflict and reach agreement between the Moroccan administration and Sahrawis.

This Sahrawi who studied in the Sapnidh schools, was recently appointed by King Mohammed VI as chairman of the Royal Advisory Council for Saharan Affairs (Corcas). Because of his political experience – he was minister for 17 years under the reign of Hassan II- was chosen by the King for a mission that he energetically accepted: autonomy for the Western Sahara which he presented last  week to the Spanish politicians and which he will submit next October to the UN. This loyal defendant of the Moroccan sovereignty gives much importance to dialogue.
