H.Q: Mr. President of the Royal Advisory Council for Saharan Affairs, the autonomy proposal brought by His Majesty the King is considered one of the eminent and wise initiatives  during the reign of His Majesty in order to put an end to the conflict set up around the Moroccan Sahara. How do you see this proposal?



KOE : True, this project set up by His Majesty the King Mohammed VI, May God glorify him, on the occasion of his visit to Laâyoune, last March 25th, is considered a historical stage as regard to the conflict existing in the Arab Maghreb since 30 years ago, that is the Sahara conflict. This initiative is characterized by the proposal of a solution going hand in hand with granting rights to the inhabitants of this region, and on the other hand with the international legitimacy.In other words, a solution for ending this conflict while respecting the rights of all parties.

First of all, for the concerned Sahrawis, the autonomy meets all their historical demands within a democratic and participatory framework and within the main role they have always played in the Moroccan Kingdom's history.

On the other hand, this unique historical proposal enables the Arab Maghreb to end up this conflit having been an obstacle for the building of this Maghreb, which constitutes the dream of the region,  in a way that enables everybody to be winning from this affair which has exhausted the efforts of all the Arab Maghreb countries, and in the same time, it is a sterile issue that did not lead to anything positive.

H.Q.: Mr. President, His Majesty's visit to Laâyoune, last March 25th, brought also a new activation and a restructuring of the CORCAS, in order to create a new vision to put an end to the Sahara conflict and to make the Sahrawis participate in finding a solution to this affair.

KOE : Yes, this is one aspect of the impacts of the Royal proposal relating to the autonomy. In fact, His Majesty's will is that this autonomy would be as a final and historical reconciliation between the Sahrawis and the Moroccan administration.

Concerning the fact of re-creating the Royal Advisory Council for Saharan Affairs at His Majesty’s side in order to prepare the consultation relating to the autonomy and its presentation to His Majesty and, on the other hand, to defend, with His Majesty, and help him in defending the territorial and national unity, and showing interest in economic, social and cultural aspects of the region.  It also characterizes this era and this Royal initiative and gives it the necessary historical value, for it falls within the reconciliation framework and not only as an administrative or political solution in the absence of the concerned persons, on the contrary it involves them but at a higher level which is the participation at His Majesty’s side in formulating the solution and applying it, and in preparing the psychological, political, diplomatic, economic and social conditions, necessary for its establishment based on  reconciliation as defined by His Majesty.

 Of course, Sahrawis are happy with this visit which brings change into the region and will do more in the future. Concrete things have started to be solved such as the last Royal amnesty which gave freedom to many of our brothers as well as all the other initiatives to come within the general liberties and their fostering, especially in the commemoration of the 7th anniversary of His Majesty's accession to the throne. There will be other positive initiatives for the region and in other economic and social fields, in the future.

H.Q: Mr. President, since the constitution of the Council you have carried out visits abroad. We would like to kow the importance of those visits and their purpose.

KOE : The aim behind those visits was to give an idea about the Royal policy, the new body which is the Royal Advisory Council for Saharan Affairs and to define the autonomy project for our friends abroad and for the international community.

Those visits were positive as they helped in clarifying many issues, the first one was the fact that the Polisario Front was not the only legitimate representative of the Sahrawis in any field and that the majority of Sahrawis residing in the region, under the Moroccan sovereignty, totally support, and without any condition, the Royal project relating to the autonomy plan.

During our visits to France, Spain, Belgium and to the European Union institutions, we were welcomed, encouraged and supported.We will visit other countries soon.Within the same context, we receive calls from our brothers in camps and in the Polisario Front encouraging this solution as it is the adequate solution for the region, a solution which respects Morocco's historical rights  and the political, economic and social rights of the Sahrawis. It, furthermore, allows the re-building of the Maghreb on strong basis, in partnership, with all its constituents.
