Portugal’s full support for Morocco’s Autonomy Plan to resolve the Moroccan Sahara issue reflects a “long-term strategic determination” to build a strong and lasting partnership between two neighboring countries bound by deep historical and geographical ties, Portuguese analyst Leonídio Paulo Ferreira said.


In an article published on Friday in the Portuguese daily Diário de Notícias under the headline “Portugal and Morocco, the ease of living together,” the analyst noted that Portugal’s backing of the Autonomy Plan as “the serious, credible and realistic basis for resolving this regional dispute,” within the framework of the United Nations and in line with Security Council resolutions, marks a qualitative shift in Rabat-Lisbon relations.

This decision, he wrote, “demonstrates diplomatic maturity and a strategic awareness of the importance of building a solid relationship with Morocco, a relationship that goes beyond symbolic gestures to focus on concrete projects and shared interests,” adding that Morocco is a vital partner and strategic neighbor for Portugal.

In his view, the visit of the Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Nasser Bourita, to Lisbon, and the Joint Declaration issued on that occasion, “mark the beginning of a new era of partnership, based on proximity and opportunity.”

“Portugal is well aware that Morocco is the closest African country, a reliable partner, politically stable, and possessing a diversified economy,” he said, adding that Bourita’s visit to Lisbon reflects a clear desire to deepen these ties and strengthen the strategic partnership between Rabat and Lisbon.

In the same vein, Ferreira underlined that the joint hosting of the 2030 FIFA World Cup by Morocco, Portugal and Spain stands as a pivotal moment in consolidating Euro-Mediterranean relations, asserting that “this sporting event embodies what can be achieved when political will and the desire to build together are present.”
