Ilaf: Statements of the Royal Advisory Council for Saharan Affairs, Khalihenna Ould Errachid, surprised many observers of the Moroccan Sahara issue. He announced the council’s intention to negotiate and dialogue with Polisario Front which claims the independence of the southern provinces.

Khalihenna Ould Errachid, who belongs to the tribe of Polisario president, Mohamed Abdelaziz, confirmed that those negotiations will explain to the Sahrawis living in Tindouf camps on Algerian soil, the great transformation witnessed by the Moroccan Sahara issue after March 25, the creation date of the Royal Advisory Council for Saharan Affairs.

He stressed that the Council "will talk to all Sahrawis wherever they are, whether in Algeria or elsewhere and persuade them that Morocco today provides them their rightful place politically, economically and socially." For the first time, a Moroccan official announced that Algeria " was a friendly and brotherly country" "wise and mature". At "Hiwar" programme aired Tuesday evening by the Moroccan television, he added that the Royal Advisory Council will dialogue with Algerian authorities as well. He said "we will thank President Bouteflika and Algeria because it hosted our cousins in some circumstances, we will ask them let these citizens go home to meet their relatives in the context of enlarged autonomy ", in reference to Algeria’s hosting of Polisario leaders. The official Moroccan strongly defended Algeria, saying that he believes in what it says that the conflict is "Moroccan- Moroccan."

Ould Errachid announced the beginning of consultations among all Sahrawi parties regarding "autonomy" proposed by Morocco. He stressed that the empowerment of the southern provinces of enlarged autonomy within the framework of national sovereignty "is the beginning of a new chapter in the history of Morocco." The former minister for Saharan Affairs under late King Hassan II, seemed confident of his success in convincing separatists that autonomy "is equal to self-determination". On the other hand, he stressed the impossibility of organizing a referendum in the southern provinces saying it needs border change since Saharan tribes exist in Algeria, Mauritania and Morocco. The council’s chairman said that "there is no Sahrawi state, "considering that, despite recognition by specific countries, it is only a "state on the Internet. "

The language of the chairman of the Royal Advisory Council for Saharan Affairs was astonishing. "Ilaf" knew that Morocco wanted to convey a message to Algerian officials, Polisario and the Saharan population through the monthly programme "Hiwar". Morocco has been accusing Algeria of being a party in an internal issue.
