Without doubt the sahara issue does not mortgage the future and the security of the region , but also the conflict between Morocco and Algeria , which goes back to the period of «  the famous war of sand » in 1963 , and which adds a bit of uncompromisingness to the Algerian position.
 
Thus, Algeria tries to twist the Moroccan arm and to isolate it, by means of playing its wining cards and relying on its petrodollars.
 
Since 1975 and up to now, Algeria has spent not less than 600 million US dollars for its strategic cause in the Sahara. A high price to find a way to the Algerian oil on the Atlantic Ocean.
 
One has to take into account on one hand the closing for years of the land frontiers between the two countries and on the other hand Algeria tries to bother Morocco by systematically refusing  to open frontiers, even though damages of such decision have reached the trade interests of both countries .
 
Morocco tempts to reduce by means of an active diplomacy the effects and  consequences of the blockade and the isolation imposed on Morocco by Algeria , particularly since the arrival to the presidency of Abdelaaziz Bouteflika.
 
Not even one analyst ignores that the image of the western Sahara conflict is a priority for Algeria, which dominates its puppet called Polisario front, and which tempts to deceive the international opinion public pretending that stability and quietness  reign in Tindouf camps , which is not entirely in conformity with the absence of security in the region.
 
In this atmosphere of tension,  Kerry Kennedy paid a visit  to Laayoune. A visit which was criticized by the organizations pro- Morocco, for being ignored in a flagrant way .
 
According to the electronic paper “ Algerie times” the  stay of the chairwoman of the Robert Kennedy center  , Kerry Kennedy  in Algeria costs the Algerians an incredible amount of money  of  140 million US dollars just for 24 hour visit , that she spent visiting Tindouf  refugee camps .
 
The paper indicates that negotiations between Algeria and Kerry Kennedy have concluded to the necessity to come up with a report hostile to Morocco.
 
Kerry Kennedy was accompanied during her visit with a group of Christian preachers belonging to a church called “the rock of the church of Jesus” and was presented to the Media as  human rights activits. Kerry Kennedy insisted to grant them access to the camps “as an essential condition”

These Anglican missionaries have been received by the president of the so- called sahraoui republic Mohamed Abdelaziz . An agreement was approved to authorize 500 children of Tindouf camps to spend holidays in the United states, under the supervision and the responsibility of the officials of the church in question.
 
Kerry Kennedy and her companions have been asked if they are going to make use of the school program published by the American church known for its missionary activities and its propaganda in favor of the Anglican doctrine.
 
In this context  , it important to  shed the light on the visit paid by the American NGO “ teach the children international” lead by Mrs. Nancy Huff , has mentioned that maintaining them refugee camps in Tindouf is a waste of time , and that it is high time to allow sahraouis to return to their country.

Human rights activitists   : Nancy Huff and Katherine Cameroun have also indicated that the sahraoui return to their homeland, Morocco,  is a necessity to put an end to their sufferings , during a meeting  with the leaders of tribes and sahraoui activists  in Laayoune from 12 to 14 September  , during the visit  of the NGO to learn about economic and social achievements as well as the human rights situation in this town , situated in southern part of Morocco . The importance of the autonomy project which has known success in a number of countries was mentioned. This initiative will allow to unite the sahraoui families and to live with dignity in their country Morocco.
 
Mrs. huff who worked within the framework of humanitarian missions for a long time in Tindouf camps has said during a meeting with the president of the borough council of Laayoune  that she discovered during her visit to the camps  several violation to human rights , including diversion of the international humanitarian aids destined to sahraouis in the camps . she added that the American delegation  will prepare a report which will be handed over to the American congress , he white house , the state department , and to members of the security council of the UN .
 
As we said, Algeria remains strongly accused for what is taking place in the maghreban region. With the arrival of  Bouteflika as president of the Algerian republic , the foreign policy of the USA has made a 180 degree turning ( one has to remember that during the cold war Algeria was an ally to the soviet union and to the Varsovy pact) .
 
Bouteflika’s policy towards the USA has two facets : the first is the official politics , the second is the politics of NGO’s where the American diplomacy plays a major role .
 
One cannot forget that the American presence in Africa has a bad reputation , in this sense it is notable  that in 2003  the quarter of oil and consumed products in the USA come from Africa , in particular Algeria .
 
On the basis of this fact an Israeli  «research center”  and the institute for strategic and political studies have made an appeal  to establish an American military headquarters for Africa , africom ,that the Algerian propaganda machine keeps saying that it is based in Tan Tan in Morocco , in fact it is based in Tamanrasset in Algeria . Emmy Goodman an American journalist at the American TV has indicated during the program “democracy now” about the Africom that it has been inaugurated by the republican administration of president Bush towards the end of his presidency , under the leadership of the former security coordinator between Israel and the Palestinian authority .
 
The announcement of the command lead to a strong opposition in Africa and not even one government has accepted to welcome the general command, which remains at though end of the day on the military American bases in Italy and Germany.
