Several Latin American petitioners underlined before the Fourth Committee of the United Nations General Assembly the relevance of Morocco's autonomy plan as the best solution to end the artificial dispute over the Moroccan Sahara.


Speaking on this occasion, Peruvian journalist Ricardo Sanchez Serra said Morocco’s autonomy proposal is the key to peace in the Maghreb because it is realistic and is considered serious and credible by the Security Council. This initiative should be recommended by the Fourth Committee as it represents the only serious and credible way to end this regional dispute, he pointed out. For his part, Luis Gonzales Posada (Revolutionary American Party of Peru) noted that Morocco has tried to find a solution to the conflict by adhering to the principles of international law. Noting the adverse conditions in the Tindouf camps, he called for the creation of a special commission to conduct a census in the camps to establish their true conditions. The autonomy plan enables all Sahrawi to run their local affairs in a democratic way and through representative, legislative, executive and judiciary bodies, he said. In her turn, Clara Riveros (CPLATAM Observatory) said the Sahrawi local tribes are historically and economically linked with Morocco, noting that the Sahara situation is one of territorial integrity. The Security Council unanimously regards Morocco’s autonomy proposal as serious and credible, she pointed out, adding that Polisario cannot claim any representativeness of the Sahrawi. Not a single resolution of the General Assembly or the Security Council, nor the reports of the UN Secretary-General, had recognized the representativeness of the Sahrawi populations by Polisario, she pointed out.
