Mr Khalihna Ould Errachid, chairman of the Royal Advisory Council for Saharan Affairs received at the Council headquarters on Wednesday in Rabat, Mr. John Thorn from "Associated Press" news agency. During the meeting which was attended by Dr. Maoulainain Ben Khalihenna Secretary General of the Council, Mr. Khalihna discussed the Council's compositionand the various tasks entrusted to it.


He pointed out in the same context that the Council is a royal institution charged with the preparation of appropriate conditions for self-government and reconciliation between all Sahrawis, and return of the deprived to their motherland.

  the Council’s chairman added on this occasion that Polisario is also invited to join his country and participate in elections in the region, provided that the basic principles of self-government are respected, in particular Morocco’s sovereignty over the Sahara. He pointed out with exception of sovereignty symbols, the rest can be subject to discussion confirming in the same context, "we can discuss the content of Self-governance project, with the exception of its principles. "

    Concerning the referendum based on identification, which has always been claimed by Polisario Front, the chairman renewed emphasis that this solution is utopian, considered by the United Nations, as impossible, both technically and politically, adding that Saharans and their tribal extensions are not confined only in Morocco, but also in Algeria, Mauritania and Mali. He said that the organization of the referendum necessarily means a change of the borders of the region, making it unworkable.

  Mr. Khalihenna stopped at two options on the impossibility of organizing the referendum, either to maintain the current impasse, which is unacceptable because it does not serve the interests of Sahrawis, and it is also a real danger because of the possibility of penetration by al Qaeda in the region, or move towards the second option of any self-government submitted by the Kingdom of Morocco, which is a "compromise solution, without winner or loser."

    He stressed in the same context, that the Sahrawi political parties, and all components of Moroccan society chose the second option, because it is the only option that will allow way out of the impasse on the Sahara conflict, which has lasted over thirty years. 

    In the event of a refusal be Polisario of self-governance, Mr. Khalihenna considered that Polisario that does not represent Sahrawis, and can not in any case answer on their behalf.
