Khalihenna: Enlarged autonomy best solution to the Sahara conflict

The President of the Royal Advisory Council for Saharan Affairs, Mr. Khalihenna Ould Errachid said in Paris on Thursday that autonomy Project  for the southern regions of the Kingdom is the best and most appropriate" solution for the settlement of the Sahara issue.




He added that autonomy proposal under Moroccan sovereignty is the only guarantor of "preserving the dignity and honor" of all parties involved saying that "there will be no winner or looser " and that this option would be beneficial to the United Nations as well by enabling it to make peaceful settlement of a conflict that threatens the region and a hotbed of tension and lasting instability.

Mr. Khalihenna emphasized that this project is not a "political maneuver nor a political tactic or strategy in the short term just to gain time," and guarantees political, economic, social and cultural rights the rights to Moroccan Sahrawis. He noted that any option other than autonomy proposal under Moroccan sovereignty "will not prolong tension in the region and instability in the African continent which is already suffering from wars between brothers. "

He said that Moroccan Sahrawis "are longer able to withstand the current impasse," highlighting in this regard that Algeria will have an important role to play in the settlement of this conflict and building the Maghreb on firm foundations that serve the peoples of the region. Saying that Baker plan  is "buried definitively" and that the referendum on self-determination "is not possible technically or politically," the President of the Royal Advisory Council for Saharan Affairs confirmed that the royal project is the only way out that could allow the Tindouf camp population to return to their homeland, Morocco, and contribute to development in the Kingdom.

Mr. Ould Errachid explained that Council, which is making its first mission abroad, has already begun consultations with the region’s inhabitants about the royal initiative and plans to open dialogue with the inhabitants in Lhamada camps, as well as with Algeria. He said that an expanded self-rule under Moroccan sovereignty "is being prepared in a democratic and transparent way, with the participation of all actors of civil society and experts "highlighting that the project involves" the total population regardless of its political affiliations. "

He added that His Majesty King Mohammed VI, is betting on the future "through a project of self-government which will enable all Saharans handle their own affairs and shall establish more democracy and participation in the management of public affairs, noting that the project is fully responsive to the aspirations of Saharans and " deep development in Morocco’s politics ".

On the other hand, the chairman of the Royal Advisory Council for Saharan Affairs said in the conference press which was attended by the Ambassador of Morocco in Paris Mr. Fathallah Sejilmassi that the project, " which is a pioneer in the Arab-Muslim world and the African continent is well formulated politically and legally and meets two main objectives: respect of Moroccan sovereignty and aspirations that were behind the outbreak of the conflict. "

He noted that the Moroccan proposal offers for Algeria, which says it has no interest in the Sahara conflict "historic opportunity" to get rid of this artificial conflict, "and enable us to engage in dialogue with Polisario to activate self-government", highlighting that the Islamic Republic of Mauritania, engaged in establishing stability in the region, opening borders and building a strong Maghreb is "primarily concerned" by this project.

The delegation comprises in addition to chairman Mr. Khalihenna Ould Errachid, Secretary-General, Maoulainain Ben Khalihenna Maoulainain, Ms. Kalthoom Khaiti, Moulay Ahmed Mghaizlat, Brika Alzeroual, Othman Aila, Abba Abdel Aziz Ali Salem Charef , Chrif Moulay Hasna and  Moussaoui Mr. Khaddad.

This is a new project, new in about everything, because there was no prior application of any project of self-government since the foundation of Morocco by Moulay Idriss. Therefore it is different allowing to create a new Morocco at the level of democracy and political, administrative and governance especially through the involvement of the population in the management of their affairs.
