Mr. Khalihenna Ould Errachid, President of the Royal Advisory Council for Saharan Affairs addressed a comprehensive speech during the special session of the Council, which tackled the latest developments in the Sahara issue.

Excellencies the ministers,
Mr. Secretary-General of the Council
Ladies and gentlemen members of the Council.
With God's blessing we open this special session

At the outset, I am pleased to welcome you all to the opening of this extraordinary session, which will be held with the consent of His Majesty King Mohammed VI, may God assist him on its agenda, which contains two main points, the first relating to the composition of the Council committees in accordance with Article 33 of the Rules of Procedure of the Council, and the second point to discuss the self-government plan.  

Ladies and Gentlemen,  

Today marks sixty days from the date of the royal decree setting up the Royal Advisory Council for Saharan Affairs in Laayoune on 25-03-2006 on the auspicious occasion of the visit by the King to the southern provinces in which he set the general framework of the Council, and the objectives assigned to it including the defence of the territorial integrity and national unity, the involvement of all people in the management of their affairs at all levels on order to promote the democratic and consultative option undertaken by the King. As you know, the Council held its first session in Rabat, April 5-6-7 2006, which approved the rules of procedure and resulted in the election of the Vice-Presidents by direct secret ballot.

During the period until the first session, we addressed a letter to all representatives of associations that support the population of the Tindouf camps, a copy of which was sent to you.

Then we sent a letter to UN Secretary-General, Mr. Kofi Annan and all the members of the Security Council on the Sahara issue as a reaction to the letter addressed by the Permanent Representative of Algeria to the United Nations on the occasion of the visit of Algerian Foreign Minister to New York, emphasizing the fundamentals of the issue of our territorial integrity and unity.

Ladies and Gentlemen,

Our visit to the southern regions dated April 27-28-29, 2006 was the first direct communication with the southern populations. We dealt with various aspects concerning our national cause at the political and historical levels. We put forward the royal autonomy initiative for these regions. It was an opportunity to stand closely at the citizens concerns where we met with the elected bodies and political actors, civil and tribal elders, notables, young people and women. We listened to the views of citizens, which were clear, transparent and constructive and respecting differences, which stem from sincere patriotism and absolute attachment to our unity and to the glorious Alawite Throne.

Afterwards, and by order of HM King, we paid a visit to Europe, including both France and Spain during May 3- 9, 2006, where we met with political parties, trade unions, parliaments, Strategic Studies Centers and representatives of the media in both countries. This visit was a real success


Ladies and Gentlemen,

According to the Dahir No. 81. 06. 1 on the creation of the Royal Advisory Council for Saharan Affairs second paragraph, and Article 33 of Chapter II of the Rules of Procedure, on the composition committees as effective and efficient mechanism for the Council’s work, we will be working today on the creation of these committees that have been identified as follows:

1 – Committee on Social Affairs, Human Development and the Environment
2 - Committee on Foreign Affairs and Cooperation
3 - Committee for the Defense of Human Rights, public freedoms and population camps
4 - Committee on Economic Affairs Education and Training
5 - Committee for the Advancement of Hassani Culture, Information and communication 

Ladies and Gentlemen,

The last point of our agenda is of particular interest, because it for the fist time in the history of our country and as inhabitants of the Sahara, we will discuss autonomy plan. This project requires, therefore, sufficient time and seriousness. This is a royal bold initiative that will mark forever the contemporary history of Morocco. it is not a manoeuvre or a loss of time of the International community, it is a great initiative for a better future, decent life, security and stability for all the inhabitants of the region. It is indeed a radical change in the Moroccan politics, will be reflected positively on the local regional and continental conditions, and will be a unique model of its kind, as the first initiative of its kind in the Arab, Islamic and African world, only existing in the developed and affluent countries. It will be a form of conflict resolution in similar cases, the only way out of the impasse in the region for thirty years.


The autonomy plan, Ladies and Gentlemen, is a unique unprecedented revolution since it represents as contained the speech by His Majesty King Mohammed VI, on 25-03-2006: "the Adoption of good governance, based on the expansion of participation in the management of local affairs, the emergence of new elites able to assume responsibility, and provide the legal means and material resources necessary to achieve these goals serving  the interests of citizens, and preserving their dignity and public interest ".

Accordingly, this is Equity project for the Saharans in various fields:
- Firstly: With regard to the official recognition of their status in the State of Morocco as key component in the Moroccan nation throughout history.
- Second: Self-governance gives rights to the Saharans only economic and social, but also political rights, that is to say, this project will allow to people from the region to run their own affairs, and allow them enjoy their economic opportunities and preserve their social habits within the context of the Kingdom of Morocco, because the Sahara population - as is known by everyone - have a historical and religious ties with the Commander of the believers, which is the King of Morocco, and links of their parents and grandparents that can not be abandoned under any condition or any circumstances.

In this sense, my brothers and sisters, our meeting today is an important turning point for our success, a triumph of the values of reason and freedom and self-denial, for the formation of a positive integrated consulting. we should as Royal Council fulfil what is requested  from us by the King who ensures the unity of this country, and the happiness and stability of his loyal subjet from Lagouira to Tangier.

This project will definitely close the Moroccan Sahara issue, in accordance with international legitimacy, as a form of self-determination local mismanagement, and reconciliation between Saharans and the administration forever.

Ladies and Gentlemen,

I wish here on my behalf and on behalf of all members of the Royal Council for Saharan Affairs, to pay tribute to our brothers the representatives of all media nationally and internationally, for their and coverage of our activities, and we tell them that our doors are open to all as the only source of news in regard to the Council and its activities.

May God be with us for the best interest of this country, help us to raise all the challenges, and succeed in our work, and assist His Majesty King Mohammed VI, His Royal Highness Prince Moulay Hassan, His Royal Highness Prince Moulay Rachid, and the other honourable members of the royal family
